Job Description
We are seeking a highly skilled and knowledgeable S&T Senior Manager to join our Government Affairs team. This position will play a critical role in shaping Lockheed Martin initiatives within the Department of War (DoW) technology landscape. The ideal candidate will possess deep insight into DoW technology development organizations and processes, as well as a keen understanding of emerging defense technologies and missions. The manager will be a key advisor to Lockheed Martin Business Areas, enabling strategy development, opportunity identification, and stakeholder engagement throughout the development and acquisition lifecycle.
Key Responsibilities:
• Provide expert-level insight and analysis on DoW S&T organizations including OSW/Service laboratories, rapid capability offices, and commercial tech accelerators for defense.
• Advise business areas on customer needs and trends to inform Internal R&D (IRAD) and Contracted R&D (CRAD) strategies. Provide customer insights for Business Areas to inform internal investments, shape and win new CRAD opportunities, and maintain customer relationships post-award.
• Track and interpret trends in DoD fundamental and applied research, advanced technology development, and prototyping efforts.
• Analyze and interpret the DoD budget planning, programming, budgeting, and execution (PPBE) process to inform company strategy and investment decisions.
• Monitor congressional defense authorizations and appropriations, including preparing and delivering briefings to professional staff members on the Armed Services and Appropriations Committees.
• Engage with defense-focused think tanks and advisory organizations to maintain awareness of key policy and strategic trends.
• Identify and assess disruptive technologies relevant to national defense missions.
• Prepare white papers, market assessments, customer briefings, and strategic recommendations for internal leadership.
• Serve as the voice of the customer, leveraging exquisite knowledge of DoD S&T stakeholders to influence internal planning and execution.
Basic Qualifications
• 8+ years of direct experience working with or in support of DoD R&D organizations.
• In-depth understanding of the DoD S&T enterprise, including organizations such as OSD(R&E), DARPA, and Service labs (e.g., AFRL, ARL, ONR).
• Demonstrated knowledge of DoD budget formulation and execution processes, including interaction with the PPBE system.
• Familiarity with defense policy and strategy environments, including participation in or collaboration with defense-focused think tanks.
• Familiarity with Lockheed Martin advanced technology programs.
• Proven ability to assess and communicate the impact of emerging and disruptive technologies on defense capabilities.
• Subject matter expertise in at least one major technology area such as hypersonics, directed energy, missile defense, or counter-UAS systems.
• Exceptional communication, briefing, and stakeholder engagement skills.
• Active DoD security clearance - Secret.
Desired skills
• Advanced degree in a technical or policy-related field (e.g., Engineering, Physics, Public Policy, Defense Studies).
• Experience briefing and coordinating with congressional staff, particularly those supporting defense authorizations and appropriations.
• Prior experience in a business development or strategic planning role supporting DoD technology programs.
• Active DoD security clearance - Top Secret, eligible for SCI
Ability to work remotely
Part-time Remote Telework: The employee selected for this position will work part of their work schedule remotely and part of their work schedule at a designated Lockheed Martin facility. The specific weekly schedule will be discussed during the hiring process.
Work Schedule Information
Lockheed Martin supports a variety of alternate work schedules that provide additional flexibility to our employees. Schedules range from standard 40 hours over a five day work week while others may be condensed. These condensed schedules provide employees with additional time away from the office and are in addition to our Paid Time off benefits.
National Pay Statement
Pay Rate: The annual base salary range for this position in California, Massachusetts, and New York (excluding most major metropolitan areas), Colorado, Hawaii, Illinois, Maryland, Minnesota, New Jersey, Vermont, Washington or Washington DC is $144,600 - $255,070. For states not referenced above, the salary range for this position will reflect the candidate's final work location. Please note that the salary information is a general guideline only. Lockheed Martin considers factors such as (but not limited to) scope and responsibilities of the position, candidate's work experience, education/ training, key skills as well as market and business considerations when extending an offer.

(Washington state applicants only) Non-represented full-time employees: accrue at least 10 hours per month of Paid Time Off (PTO) to be used for incidental absences and other reasons; receive at least 90 hours for holidays. Represented full time employees accrue 6.67 hours of Vacation per month; accrue up to 52 hours of sick leave annually; receive at least 96 hours for holidays. PTO, Vacation, sick leave, and holiday hours are prorated based on start date during the calendar year.

Premium Pay Statement
Pay Rate: The annual base salary range for this position in most major metropolitan areas in California, Massachusetts, and New York is $166,400 - $288,305. For states not referenced above, the salary range for this position will reflect the candidate's final work location. Please note that the salary information is a general guideline only.
