Job Summary:

The Senior Manager, Project Management Practice is accountable for leading and evolving SE Health's enterprise Project Management & Business Analysis Centre of Excellence (CoE). Drawing on deep project management expertise and sufficient business analysis understanding, this role defines and governs the integrated enterprise delivery framework, standards, and playbooks. The role leads the Project Management Community of Practice directly while providing strategic guidance and CoE leadership to the Business Analysis Specialist, who leads BA-specific standards and community development.

Operating at an enterprise level, the role partners closely with senior leaders, PMs, and Business Analysts across portfolios to improve execution quality on complex, cross-functional initiatives. The focus of the role is to build the foundation for and advance the enterprise's long-term delivery maturity, rather than directly overseeing day-to-day project execution.

Key Accountabilities:

Enterprise Delivery Framework & Governance
  • Own and evolve the enterprise project management and business analysis delivery framework, standards, templates, and playbooks.
  • Establish quality standards for planning, execution, benefits realization, and delivery assurance across initiatives.
  • Ensure PM and BA standards integrate seamlessly to create a cohesive delivery experience
  • Partner with the Business Analysis Specialist to ensure BA standards are practical, widely adopted, and continuously improved based on delivery feedback
  • Balance standardization and adoption of the Enterprise Delivery Framework with pragmatic flexibility in a complex, regulated, and people-centric environment.


Delivery Capability & Practice Development
  • Build enterprise delivery capability through tools, templates, training approaches, and learning assets.
  • Guide the Business Analysis Specialist in building BA capability development programs, ensuring alignment with enterprise capability-building approach and CoE service model.
  • Define and maintain the tooling strategy and roadmap (PM platforms, BA tools, reporting, templates, and performance metrics).
  • Design mechanisms to assess delivery maturity and execution quality across teams and initiatives.
  • Drive adoption of enterprise standards through training, communication, leadership alignment, and showcasing success stories from early adopters.
  • Create career development pathways and competency frameworks for Project Managers and Business Analysts at different levels
  • Partner with BA specialist to build training and enablement programs that upskill PMs and BAs in enterprise standards, methodologies, and tools
  • Establish feedback loops to continuously improve capability development based on delivery performance, audit findings, and practitioner input.


Coaching, Advisory & Execution Support
  • Act as a trusted advisor to PMs, Business Analysts, and delivery leaders across the enterprise, providing methodology guidance, quality reviews, and escalation support.
  • Provide hands on advisory support on enterprise level, cross portfolio, or high-risk initiatives as required.
  • Conduct delivery quality reviews and retrospectives to identify improvement opportunities and reinforce best practices.
  • Translate delivery complexity into clear, practical guidance that improves outcomes and decision-making.
  • Mentor high-potential PMs and BAs to build a pipeline of senior delivery talent, as required.


Community of Practice & Continuous Improvement
  • Lead the Project Management Community of Practice to drive consistency, shared learning, and continuous improvement.
  • Partner with the Business Analysis Specialist to design, launch, and sustain the BA Community of Practice, ensuring it achieves engagement and capability-building goals.
  • Foster peer learning, knowledge exchange, and adoption of evolving practices across federated teams.
  • Continuously evolve enterprise project delivery practices to align with organizational needs, delivery maturity, and strategic priorities.
  • Track CoP engagement, adoption metrics, and capability improvement to measure impact and adjust approaches.


Education:
Preferred field of study: Bachelor's degree in Business, Management, Engineering, Strategy, Analytics, or a related discipline, or an equivalent combination of education and relevant experience.

Experience:
  • 8-12 years of progressive experience in project and/or program management.
  • Demonstrated leadership on enterprise-level or portfolio-scale initiatives (e.g., multi-stakeholder, regulatory, technology, or operating model change).
  • Proven experience designing and operating delivery frameworks within a PMO or Centre of Excellence.
  • Experience coaching and mentoring PMs and Business Analysts at varying levels of maturity.
  • Strong people leadership capability influencing small, specialist teams without reliance on direct authority.


Additional Skills/Abilities Required:
  • Demonstrated experience designing, owning, and operating enterprise project management and business analysis standards, frameworks, and playbooks.
  • Strong understanding of enterprise delivery models (waterfall, agile, hybrid) and the ability to apply them pragmatically across diverse initiatives.
  • Proven ability to coach and mentor Project Managers and Business Analysts across varying levels of experience and delivery maturity.
  • Experience providing delivery advisory support to senior leaders on complex, cross-functional, or enterprise-level initiatives.
  • Strong capability in delivery quality assurance, including planning discipline, execution rigor, dependency management, and benefits realization.
  • Ability to translate complex delivery challenges into clear, practical, executive-ready guidance and recommendations.
  • Proven ability to drive adoption of new standards, methodologies, and ways of working across a federated organization; navigate resistance; build stakeholder buy-in and early wins
  • Demonstrated strength influencing senior leaders and cross-functional partners without direct authority in a federated environment.
  • Experience building and sustaining Communities of Practice to drive consistency, shared learning, and continuous improvement.
  • Strong analytical, critical-thinking, and structured problem-solving skills.
  • Comfort operating in environments with ambiguity, competing priorities, and enterprise-wide scope.


Certifications (Preferred)
  • Project Management Professional (PMP), Program Management Professional (PgMP), or equivalent.
  • PMI-ACP, PRINCE2 Practitioner, or comparable project delivery certification.
  • Lean Six Sigma (Green Belt or Black Belt) or equivalent.
  • Change Management certification (or equivalent).
  • Agile / SAFe certifications (context-appropriate; practical application preferred over dogmatic use).

The compensation offered is determined based on the successful candidate's relevant experience, skills, and competencies, taking into consideration internal equity.
