Position SummaryResponsible for leading delivery and execution within Plan Sponsor Services (PSS) for Government Programs, with a focus on Enrollment, Billing, and Correspondence capabilities. This role manages cross-functional teams operating within a Scaled Agile Framework (SAFe) to deliver compliant, scalable, and efficient technology solutions that support business operations and enhance member experience.
Partners closely with business and technology stakeholders to translate strategic priorities into actionable plans and ensure successful execution of initiatives impacting enrollment, billing or correspondence related systems.
Delivery & Execution- Performs or supports various roles within a scrum team, such as Product Owner or Lead Analyst
- Leads delivery of complex initiatives within a SAFe environment, ensuring alignment with business priorities and regulatory requirements
- Translates strategic objectives into actionable plans, user stories, and delivery roadmaps
- Manages program execution, including timelines, risks, dependencies, and issue resolution
- Coordinates across upstream and downstream systems to ensure end-to-end delivery outcomes
People Leadership - Manages and develops a team of direct and indirect reports
- Provides coaching, guidance, and performance management to drive team effectiveness
- Fosters a culture of accountability, collaboration, and continuous improvement
- Supports career development and skill growth across team members
Operational Support & Continuous Improvement - Oversees day-to-day system support activities, including issue triage, defect management, and production support coordination
- Identifies process inefficiencies and drives improvements across enrollment, billing, and correspondence workflows
- Ensures adherence to operational processes, including release management and change governance
- Supports implementation and configuration activities in coordination with engineering teams
Stakeholder & Cross-Functional Collaboration - Partners with business teams, product owners, analysts, and technology teams to align on requirements and priorities
- Communicates status, risks, and outcomes to stakeholders in a timely and transparent manner
- Facilitates cross-team coordination to resolve dependencies and drive decision-making
- Supports integration of vendor or third-party solutions as needed
Required QualificationsLeadership & Delivery - 5+ years of experience leading teams or major initiatives, including direct or matrixed team members
- Demonstrated ability to deliver complex projects in Agile or SAFe environments
Domain Expertise - Knowledge of Government Program processes, particularly Enrollment, Billing, and/or Correspondence
- Familiarity with State and Federal regulations and operational requirements
Technical & Operational Experience - Experience with application development lifecycle, system implementations, and release processes
- Ability to work across business and IT teams to deliver solutions

Preferred Qualifications- Experience within Plan Sponsor Services or Government Programs operations

- Background in operations, reporting, or correspondence processes
EducationBachelor's degree or equivalent combination of education and experience
Pay RangeThe typical pay range for this role is:
$75,400.00 - $165,954.00
This pay range represents the base hourly rate or base annual full-time salary for all positions in the job grade within which this position falls. The actual base salary offer will depend on a variety of factors including experience, education, geography and other relevant factors. This position is eligible for a CVS Health bonus, commission or short-term incentive program in addition to the base pay range listed above. This position also includes an award target in the company's equity award program.
