Full Job Description
Title:
Lead Project Manager

KBR is seeking a Lead Project Manager to manage a government contract consisting of 23 personnel and two operating locations in support of the Defense Threat Reduction Agency at Kirtland Airforce Base. The Lead Project Manager will also perform taskings under instrumentation operations approximately 50% of the time while performing contract and resource management the other 50% of the time. The Project Manager will report directly to KBR Sr Program Management and perform as the KBR Lead to the DTRA instrumentation group providing support of R&D projects and operations for CBRNE testing. Candidate will have a broad knowledge of instrumentation used for CBRNE testing, understanding of project management under DoD government contracts, and extensive personnel and resource management to include leading a team of engineers, technicians, and scientists.

This position requires DoD SECRET Security Clearance. Candidate must have the ability to obtain and possess this clearance

**Up to 25% travel possible**

Typical duties include:
  • All tasks and duties will be co-led with current technical manager on contract.
  • Responsible for project management of the Instrumentation and R&D operations of this contract.
  • Organizes project and task workloads and selects individuals most qualified for assignments on specific projects.
  • Acts as primary liaison between Operations, R&D, and other functional groups and resolves any issues regarding program planning.
  • Responsible for the employment, training, motivation and discipline of assigned employees.
  • Establishes and maintains contract budget.
  • Directly manages exempt and nonexempt level employees and managers.
  • Lead instrumentation planning, calibration, fielding, and testing with technical manager.
  • Oversees all program operations related to Chemical, Biological, Radiological, Nuclear, and high Explosives (CBRNE) instrumentation fielding in support of Defense Threat Reduction Agency (DTRA) testing
  • Develops and delivers contract performance reports and presentations to the DTRA customer to include CDRLs, CPAR self-assessments, and Program Management Reviews.
  • Establish standard operating procedures for safety and environment protocols on government facilities.


Required Education, Experience, & Skills:
  • Bachelor's Degree in engineering, computer science or related field
  • 10 years of experience in technical program planning and implementation, contract interpretation budget development and administration of government projects
  • In lieu of formal education 18 + years of experience in technical program planning and implementation, contract interpretation budget development and administration of government projects
  • Strong presentation development and presentation skills (weekly presentations to customers)
  • Demonstrated Project Management experience with Dept of War contracts
  • Strong communications skills


Preferred Skills and Abilities:
  • Master's Degree in engineering, computer science or related field
  • Active Department of Defense Secret or Top Secret clearance
  • Project Management Professional (PMP) certification
  • Extensive knowledge in CBRNE instrumentation technology and methodologies
  • Extensive experience with fielding instrumentation and associated data acquisition in support of small to large scale government tests
