Full Job Description
OVERVIEW

Reporting to the Senior Director, Procurement & Vendor Management, the Sr. Manager, Procurement & Vendor Management provides strategic leadership for procurement and vendor management across Circular Materials (CM), provincial programs and our clients. This role is accountable for developing and continuously improving the strategy, governance, processes, tools and performance measures for the functional area, while ensuring procurement activities are compliant, efficient, scalable and aligned with organizational priorities. The Sr. Manager partners with senior leaders, internal stakeholders and external suppliers to strengthen sourcing practices, manage risk, enhance supplier performance and build a high-performing procurement function that supports CM's long-term objectives.

This is a salaried position and requires residency in Canada.

RESPONSIBILITIES

  • Develop and lead the procurement and vendor management strategy for assigned functional areas, ensuring alignment with CM's organizational priorities, provincial program needs and MSA client commitments.
  • Provide senior-level oversight of procurement governance, policies, standards and controls, ensuring consistent application across corporate initiatives, provincial programs and client engagements.
  • Assess current procurement and vendor management processes, identify opportunities to streamline workflows, reduce risk, improve transparency and strengthen scalability as CM's operations evolve.
  • Develop subject matter expertise on regulatory requirements associated with waste diversion regulations in provinces in Canada and translate requirements into practical procurement and contract management approaches.
  • Develop a thorough understanding of current contracts held by CM across provincial programs and ensure compliance with applicable laws, regulations and industry standards related to contract, procurement and risk management.
  • Lead the request and intake process for procurement requests across CM and MSA clients, establishing clear prioritization, service standards and decision-making criteria.
  • Maintain and oversee the enterprise schedule of procurement activities across provincial programs, corporate initiatives and MSA clients, proactively identifying resource, timing and stakeholder risks.
  • Lead, oversee and manage complex procurement activities, including the creation, release, evaluation and awarding of RFx processes such as RFPs, RFIs and RFQs.
  • Implement, oversee and ensure adherence to CM's Procurement & Vendor Management policy, recommending updates as business needs, regulatory requirements and best practices evolve.
  • Lead, oversee and facilitate, in collaboration with internal stakeholders, the full lifecycle of sourcing and procurement projects from planning, drafting and negotiations through execution, implementation, renewals and close-out.
  • Establish contract management practices to track executed contract terms, renewal dates, performance obligations, annual action items, risks and opportunities for value improvement.
  • Lead continuous improvement initiatives by monitoring procurement performance, identifying inefficiencies or areas of challenge, and implementing process enhancements that improve quality, cycle time, compliance and stakeholder experience.
  • Develop, implement and report on procurement KPIs, metrics and trends, providing insights and recommendations to senior leadership to support decision-making and functional planning.
  • Lead and coach procurement team members using best-in-class management standards, building capability, accountability and a culture of collaboration, service excellence and continuous improvement.


QUALIFICATIONS

Education
  • Bachelor's degree in a relevant field e.g., Business Administration, Logistics, Supply Chain Management, legal administration, paralegal studies, or related field


Experience
  • 7+ years of progressive experience in procurement, sourcing, contract management or vendor management, including experience leading complex RFx processes, developing procurement strategies, improving business processes and advising senior stakeholders.


Knowledge/Competencies/Skills
  • Knowledge of the waste management, recycling or extended producer responsibility environment is a strong asset.
  • Advanced knowledge of procurement strategy, sourcing, contracting, negotiation, supplier relationship management, vendor performance management and procurement governance.
  • Demonstrated ability to assess business processes, identify improvement opportunities and implement scalable, practical solutions across a growing organization.
  • Strong strategic thinking and business acumen, with the ability to connect functional priorities to broader organizational objectives.
  • Strong risk management mindset, including the ability to identify contractual, supplier, operational and compliance risks and recommend mitigation strategies.
  • Communication: strong verbal and written communication skills, with the ability to influence, advise and build credibility with stakeholders at all levels of the organization.
  • Project management: ability to plan, prioritize, delegate, monitor progress and deliver complex initiatives involving multiple stakeholders and competing timelines.
  • People leadership: experience leading, coaching and developing team members while fostering accountability, collaboration and continuous improvement.
  • Strong analytical, problem-solving and decision-making abilities, including the ability to use data, KPIs and trend reporting to develop recommendations.
  • Ability to perform effectively in an entrepreneurial environment that demands both strategic thinking and decisive action.


WORKING CONDITIONS
  • All CM employees work 40 hours per week, remotely from a home office environment.
  • On-site work in the Toronto office will be required on a case-by-case basis.


PAY TRANSPARENCY

Expected Compensation:
  • An annual base salary in the range of $110,000 to $130,000
  • The salary range listed complies with the Ontario Employment Standards Act and reflects a potential base salary range for this role. The actual salary offered will be determined within the range, and will depend on factors, such as the candidate's unique qualifications, relevant experience, work location and expected contributions.
