They require a clear view of expected return, strategic priorities, financial constraints, uncertainty, and trade-offs across PayPal, Venmo, B2B, markets, channels, and major programs. The Senior Manager, Marketing Investment Strategy & Measurement will lead the enterprise process for turning measurement evidence and business context into clear investment recommendations for senior Marketing and Finance leadership.
This role will partner closely with PayPal, Venmo, and B2B Marketing leaders, ROI & Effectiveness leads, Data Science, and Finance to evaluate investment opportunities across segments, markets, channels, and strategic priorities. The Senior Manager will own the monthly and quarterly investment-review process, orchestrate cross-segment scenario planning, and ensure leadership has the right evidence, trade-offs, and recommendations to make informed allocation decisions.
Job Description:Essential Responsibilities: - Support the marketing leadership team in strategy formulation, planning, and priority setting.
- Drive the annual planning process in partnership with segment marketing teams.
- Manage strategic priorities and assess their implications on the marketing budget.
- Oversee the transition of strategic projects into execution, collaborating with cross-functional teams.
- Prepare executive reports and contribute to cross-functional presentations and updates.
- Consolidate annual marketing planning activities into a single streamlined view and communication cadence.
- Provide thought leadership on opportunities for process improvement and operational excellence.

- Lead investment strategy and allocation analyses, developing recommendations for incremental funding, budget reductions, and reallocations based on expected return, strategic priorities, financial constraints, risk, and uncertainty.
- Own cross-segment scenario planning and optimization, including the business question, common assumptions, required analytical inputs, decision criteria, and final recommendation.
- Partner with segment ROI & Effectiveness leads, Data Science, Marketing, and Finance to develop comparable investment scenarios and consolidate them into clear enterprise-level recommendations.
- Integrate multiple sources of evidence, including MMM, incrementality testing, attribution, forecasts, performance analytics, and financial assumptions, while challenging comparability, limitations, and key assumptions.
- Own the monthly and quarterly Marketing investment-review process, including agenda setting, analytical requests, segment inputs, evidence reconciliation, executive narrative, recommendations, and decision follow-through.
- Translate complex analytical and financial information into concise executive recommendations, clearly articulating what leadership needs to decide, why the recommendation is supported, what uncertainties remain, and what action should follow.
- Establish measurement standards and decision criteria so investment opportunities can be evaluated consistently across segments, markets, channels, and programs.
- Maintain a clear record of major Marketing investment decisions, including recommendations, assumptions, expected outcomes, approved actions, and actual results, using those learnings to improve future forecasts and allocation recommendations.
- Lead cross-functional working teams in a highly matrixed environment, driving alignment across Marketing, Data Science, Finance, and ROI & Effectiveness stakeholders without direct authority over all contributors.
Preferred Qualifications:- 8+ years of relevant experience in marketing investment strategy, marketing effectiveness, growth strategy, strategic finance, marketing analytics, marketing science, or a related field; or an equivalent combination of education and experience.
- Experience developing Marketing investment scenarios involving incremental funding, budget reductions, reallocations, marginal-return opportunities, sensitivities, and strategic constraints.
- Strong understanding of marketing measurement approaches, including marketing mix modeling, incrementality testing, attribution, performance analytics, and forecasting, with the ability to apply each method appropriately based on the decision at hand.
- Demonstrated ability to integrate multiple analytical signals, determine when results are comparable or conflicting, and translate uncertainty into a clear investment recommendation.
- Experience owning or playing a leadership role in recurring monthly or quarterly Marketing, Growth, investment, or business-review processes with VP, CMO, CFO, or equivalent senior stakeholders.
- Experience partnering with Finance on Marketing planning, investment cases, forecasts, funding constraints, and resource-allocation decisions.
- Experience developing common investment frameworks, scenario conventions, decision criteria, evidence standards, or governance processes across multiple teams or businesses.
- Proven ability to challenge assumptions and recommendations constructively with senior Marketing, Finance, Analytics, and Data Science partners.
- Experience operating in a large, globally distributed, or highly matrixed Marketing organization is preferred. Experience in financial services, fintech, payments, commerce, marketplace, platform, or another data-intensive business is a plus.
