Summary

Bell AI Fabric is developing Canada's next generation of AI and hyperscale data centre infrastructure. As demand for artificial intelligence and high-performance computing continues to grow, we're building the secure, resilient facilities that will power innovation across the country.

We are seeking an experienced and strategic Senior Manager, Health, Safety & Environment (HSE) to lead the health, safety, emergency preparedness, environmental compliance, and contractor safety programs supporting Bell AI Fabric's growing portfolio of AI data centre campuses across Canada.

Reporting to the Director, Operations, AI Fabric, the Senior Manager, HSE will be accountable for developing and executing Bell AI Fabric's national health, safety, environmental, and operational risk management programs that protect employees, contractors, customers, and critical infrastructure assets across all AI Fabric facilities.

This role will provide leadership across occupational health and safety, environmental compliance, emergency preparedness, incident management, contractor safety governance, operational readiness, and continuous improvement while supporting the rapid growth of Bell's national AI infrastructure platform

Key Responsibilities

Lead the health, safety, and environmental strategy for Bell AI Fabric's national data centre portfolio.

Develop and maintain enterprise HSE standards, policies, procedures, and governance programs supporting AI Fabric facilities and operations.

Oversee operational safety programs including:
    • Permit-to-Work programs
    • Lockout/Tagout and energy isolation programs
    • Electrical safety programs
    • Confined space management
    • Hot work controls
    • Working-at-heights programs
    • Critical lifting operations
    • Contractor safety management systems

Lead HSE risk assessments, hazard identification processes, and safety compliance programs across multiple sites.

Direct emergency preparedness, crisis management, business continuity support, and incident response activities.

Partner with Security and Operations teams to ensure integrated emergency response and resilience planning.

Establish and maintain operational readiness and commissioning safety programs supporting new AI Fabric campus deployments and facility expansions.

Develop contractor qualification, onboarding, safety orientation, and performance management programs.

Ensure all contractors and service providers comply with Bell safety standards and regulatory requirements.

Lead incident investigations, root cause analysis, corrective action programs, and continuous improvement initiatives.

Partner with Operations, Engineering, Security, Human Resources, Facilities, Construction, Commissioning, and Customer organizations to embed HSE requirements throughout the facility lifecycle.

Oversee environmental compliance programs including:
    • Environmental management plans
    • Waste management programs
    • Fuel storage compliance
    • Hazardous materials management
    • Sustainability initiatives
    • Regulatory reporting requirements

Manage strategic vendor relationships, environmental consultants, safety service providers, training organizations, and third-party compliance partners.

Provide executive-level reporting, recommendations, HSE metrics, and risk insights to senior leadership.

Build, develop, and lead a high-performing national HSE team that supports Bell AI Fabric's operational and growth objectives.

Critical Qualifications

  • University degree in Occupational Health & Safety, Environmental Science, Engineering, Industrial Hygiene, Business Administration, or a related discipline.
  • Minimum 10 years of progressive leadership experience in Health, Safety & Environment programs within critical infrastructure, industrial, telecommunications, utilities, technology, construction, or data centre environments.
  • Experience leading multi-site HSE programs within complex operational environments.
  • Strong background in occupational safety, environmental compliance, emergency preparedness, incident management, and contractor safety governance.
  • Experience developing and implementing HSE governance, risk management, and compliance frameworks.
  • Demonstrated knowledge of federal and provincial Occupational Health & Safety legislation and environmental regulations.
  • Proven ability to influence senior stakeholders and drive organizational change.
  • Strong business acumen and experience managing budgets, service providers, and strategic initiatives.
  • Exceptional leadership, communication, problem-solving, and decision-making skills.


Preferred Qualifications

  • CRSP (Canadian Registered Safety Professional).
  • CSP (Certified Safety Professional).
  • CHSC, CIH, or equivalent professional designation.
  • ISO 45001 Occupational Health & Safety Management Systems experience.
  • ISO 14001 Environmental Management Systems experience.
  • Experience supporting hyperscale data centres, critical infrastructure, utilities, telecommunications networks, energy facilities, or other mission-critical environments.
  • Experience supporting customer audits, regulatory inspections, and operational readiness reviews.
  • Knowledge of health, safety, and environmental requirements associated with AI, cloud computing, and high-density digital infrastructure environments.
