Senior Manager, Energy ProgramsLocation: Hybrid, Washington DC Metro Area. Must reside in the DC/Maryland/Virginia region and be willing to work on-site with federal clients up to three days per week.
ICF is seeking an experienced energy-sector professional to support and lead high-impact federal energy programs for clients including the U.S. Department of Energy (DOE), Environmental Protection Agency (EPA), state energy offices and other public-sector energy organizations.
This position is designed for a versatile leader who can manage complex federal energy initiatives while contributing directly to client engagement, project delivery, and business growth. Depending on portfolio and contract needs, the selected candidate may function as a Program Manager, Deputy Program Manager, Task Lead, technical advisor, or senior consultant supporting a wide range of energy, infrastructure, transmission, resilience, and grid modernization initiatives.
The ideal candidate combines strong federal program management skills with the ability to contribute directly to project execution and problem solving.
ResponsibilitiesProgram Leadership- Manage multi-disciplinary teams supporting federal energy programs.
- Serve as primary client point of contact when required.
- Lead status briefings and executive-level communications.
Project Management- Establish and maintain program management plans, work plans, schedules, budgets, staffing plans, and performance metrics.
- Monitor financial performance and resource requirements.
- Identify and resolve delivery risks, issues, and dependencies.
- Ensure timely, high-quality, and contract-compliant deliverables.
- Coordinate with contracts, finance, recruiting, subcontract administration, and quality teams.
- Support program mobilization, transition, and team integration activities as needed.
Project Delivery- Support DOE, EPA, and other public-sector clients on energy-related initiatives.
- Lead development of technical analyses, reports, briefings, presentations, and recommendations.
- Coordinate activities across technical, policy, communications, and program support teams.
- Manage subcontractors and partner organizations.
Client Engagement- Build trusted relationships with federal clients and stakeholders.
- Identify emerging client needs and develop solutions.
- Support capture and proposal efforts.
Business Growth- Support proposal development and staffing activities.
- Assist account leaders with shaping future opportunities.
- Leverage federal energy experience to strengthen ICF's market position.
Minimum Qualifications- Bachelor's degree from an accredited institution in a STEM-related discipline required (e.g., Electrical, Mechanical, Civil, or Chemical Engineering; Physics; Chemistry; Mathematics; Economics; or other closely related scientific or quantitative fields).
- 8+ years of relevant experience including managing federal contracts, task orders, or programs.
- Experience supporting DOE, EPA, or other federal agencies.
- Experience with responsibility for scope, schedule, budget, staffing, risks, deliverables, and quality.
- Ability to obtain and maintain a Public Trust and PMP.
- U.S. citizenship
Preferred Qualifications- PMP certification.
- Current or prior U.S. Department of Energy Q or L clearance or demonstrated ability to obtain and maintain a DOE security clearance.
- Experience with DOE Offices such as: CESER, SCEP, EIA, NETL, OE, or similar experience.
- Grid modernization, transmission, resilience, energy infrastructure, grant programs, or energy policy experience.
- Experience leading teams of 10+ personnel.
- Experience managing contracts or projects exceeding $2-4M annually.
- Existing federal and public sector relationships in the energy sector.
- Experience serving as Program Manager on federal contracts.
- Strong written and verbal communication skills.

Compensation: Although the posted range below is broader, this position is anticipated to offer a base salary from $158,132.00 - $192,000. Pay Range - There are multiple factors that are considered in determining final pay for a position, including, but not limited to, relevant work experience, skills, certifications and competencies that align to the specified role, geographic location, education and certifications as well as contract provisions regarding labor categories that are specific to the position.
The pay range for this position based on full-time employment is:
$158,132.00 - $268,824.00
