Full Job Description

Responsible for the oversight and execution of regulatory strategy, audit readiness, driver qualification programs, hours of service, drug & alcohol testing, safety performance metrics, and continuous improvement of Department of Transportation (DOT) BASIC scores, inspection outcomes, and crash indicators.Partners closely with Operations, Environmental Health Safety (EHS), Human Resources (HR), Legal, Risk Management, and Technology to embed compliance into daily fleet operations while enabling safe, reliable, and efficient delivery execution.

Major Tasks, Responsibilities and Key Accountabilities

  • Owns enterprise compliance with all applicable FMCSA/DOT regulations, including driver qualification, vehicle maintenance, hours of service, drug & alcohol testing, and roadside inspection requirements.

  • Serves as the subject matter expert (SME) for DOT compliance across all operating entities and DOT numbers.

  • Monitors and manages FMCSA BASIC scores, ISS ratings, and intervention thresholds; proactively drive corrective actions to prevent enforcement actions, audits, or fines.

  • Leads end to end Driver Qualification File (DQF) management for CDL, non CDL, and authorized drivers, including onboarding, renewals, and ongoing compliance.

  • Oversees MVR monitoring, PSP reviews, medical certifications, endorsements, and document currency using approved third-party platforms.

  • Establishes clear escalation and remediation processes for non-compliance.

  • Owns DOT mandated Drug & Alcohol Testing Programs, including pre-employment, random, post-accident, reasonable suspicion, and return to duty processes.

  • Acts as program owner and internal SME for the FMCSA Drug & Alcohol Clearinghouse, ensuring accurate recordkeeping, audit readiness, and timely reporting.

  • Leads roadside inspection performance, clean inspection programs, and driver coaching initiatives.

  • Oversees DOT recordable crash investigations, root cause analyses, and corrective action planning in partnership with Risk and Legal, while supporting litigation readiness, depositions, and regulatory inquiries related to DOT compliance matters.

  • Partners with Fleet Operations and IT to leverage telematics, ELDs, and dashcam systems to improve driver behavior, compliance, and leading safety indicators.

  • Develops and publishes DOT compliance scorecards, dashboards, and KPI reporting (inputs vs. outcomes) for executive leadership and field operations and translates data into actionable insights that reduce risk and improve safety performance.

  • Designs and delivers DOT compliance training for drivers, managers, and field leaders.

  • Establishes standardized communication cadences to promote accountability and sustained compliance across branch and regional operations and serves as a trusted advisor to Operations leaders on compliance-related matters and decision-making.

  • Leads DOT compliance due diligence and post-acquisition integration activities for acquired fleets and driver populations, ensuring timely DOT number onboarding, driver qualification alignment, and seamless system integration.

  • Manages a team of managers and individual contributors, providing leadership in performance management, coaching, talent acquisition, employee relations, training, and professional development to drive individual and organizational success.

  • Achieves planned results by decisions and actions based on professional methods, business principles, and practical experience. May recommend/make decisions regarding new programs/initiatives that have significant impact to the business and carry consequences in unsuccessful endeavors.

  • Manages a larger team or multiple small teams through direction of subordinate management and/or supervisory staff.

Work Environment

  • Located in a comfortable indoor area. Any unpleasant conditions would be infrequent and not objectionable.

  • Most of the time is spent sitting in a comfortable position and there is frequent opportunity to move about. On rare occasions there may be a need to move or lift light articles.

  • Typically requires overnight travel 5% to 20% of the time.

Education and Experience

  • Typically requires BS/BA in a related discipline. Generally, 7+ years of experience in a related field. May require certification. Advanced degree may offset less experience in some disciplines.

Preferred Qualifications

  • Experience supporting large distribution fleets.

  • Experience with fleet compliance technology platforms (e.g., driver qualification systems, ELDs, telematics, dashcams).

  • Background partnering with Legal, Risk Management, and Insurance on DOT related matters.

  • Change management and continuous improvement leadership experience.

  • Deep working knowledge of FMCSA regulations, BASIC scoring methodology, and enforcement processes.

  • Proven experience managing large driver populations across multiple states and DOT numbers.

  • Strong analytical, communication, and stakeholder management skills.

  • Experience in managing vendor relationships.

  • People management experience.

  • Access to major airport.
