The Senior Emergency Management Specialist is accountable for effectively managing the Emergency Response Organization’s annual drill and exercise program. Primary responsibilities include facilitating the design, development, coordination and delivery of the Five-Year Bruce Power Emergency and Protective Services Exercise program designed to practice and evaluate procedures and standards to meet regulatory requirements. You will be required to facilitate the design and development of the Corporate Exercises involving applicable external agencies and provide oversight to drill scenario design and development. You will be responsible for supporting the Emergency Management Centre training program to maintain on-call Emergency Response Organization requirements and assist in identifying program risks, develops action plans to address any gaps and establishes processes to maintain program health while sustaining a team capable of producing required outputs by providing effective leadership.

This is a permanent, full-time position which would offer a competitive benefits, compensation and pension package and is located on site in Tiverton, Ontario.

Key Responsibilities:

  • Facilitate the design, development, coordination and delivery of the emergency response organization annual integrated drill and exercise program for Emergency and Protective Services (EPS).  This position is designed to assist the Section Manager and other key EPS personnel in order to meet the industry best practice and CNSC requirements.

  • Develop and maintain to enable the conduct and planning of the Bruce Power Five Year Drill and Exercise Program.

  • Delivery of the ‘In Year’ drills and exercises including stations, centre of site, severe accident management and supporting requirements relating to peer reviews and other assessments.

  • Advises the Section Manager of operational issues, changes and impact and makes recommendations to effectively meet changing requirements (i.e. situational awareness tools, etc.).

  • Interface with internal and external stakeholders during design and development phase of drills and exercises using negotiation skills to resolve controversial issues associated with coordinating emergency response with government agency personnel, municipal personnel and regulatory bodies.

  • Demonstrate strong coordination, communication and disciplined time -management skills to ensure delivery of the annual integrated drill and exercise schedule.

  • Facilitate the design and development of Corporate Exercises involving applicable external agencies.

  • Assist with development and delivery of the emergency response training program, specifically delivery of Emergency Management Centre (EMC) Staff Training.

  • Facilitate the design, development and assist with the delivery of the EMC Commander course.

  • Facilitate the design and deliver training and pre job briefs to the Crisis Management Team (CMT) which largely includes the Executive Team.

  • Assist when required to conduct individual training support.

  • Coordinate interfaces between the emergency plans various emergency functions.

  • Ensures that all drills and exercises include an assessment component and includes an After Action Report.

  • Evaluate the performance of staff trained and qualified as emergency responders to satisfy

  • Regulatory, Provincial and Bruce Power Emergency Management Program requirements.

  • Sustain a team capable of producing required outputs by providing effective leadership

  • Ensure direct report’s work is planned, properly deployed, quality of work is checked and staff have been instructed and informed on up-to-date policies, procedures and practices.

  • Maintain schedules, authorize time exceptions & conduct safety briefings. 

  • Be accountable for hiring, recommending discipline, performance management, performance assessment and attempting to correct behaviour when necessary.

  • Prepare documentation such as disciplinary letters, as necessary. 

  • Provide direction and training to staff, and ensure they work safely and safety meetings are conducted. 

  • Monitor work through personal observation and management information, to ensure work quality, compliance with policies and procedures, timeliness and productivity, taking appropriate action as necessary

  • Supports On-Call Emergency Response Organization by becoming qualified in an appropriate position) as required.

  • Perform other duties as required.

Education

  • This knowledge is considered to be normally acquired through the completion of a four year university degree focusing on Emergency Management or equivalent.

  • Requires the successful completion of the Incident Management System (IMS) 100 course.

Experience

  • A period of over 6 years and up to and including 8 years is considered necessary to gain this experience

  • Knowledge and skills associated with Emergency and Protective Services (i.e. security, fire and emergency management) and a related emergency drill and exercise program.

  • Possess broad knowledge of the Nuclear Industry, functions, Operating Policies and Procedures, as well as regulations and license requirements in terms of Emergency and Protective Services requirements.

  • Demonstrate strong coordination, communication and disciplined time -management skills to ensure delivery of the annual integrated drill and exercise schedule

  • Proven leadership and supervisory skills.

  • Ability to analyze complex issues or performance results and determine corrective action.

  • Ability to present information coherently, concisely and convincingly to management and external stakeholders.

  • Ability to effectively manage time, groups and projects. 

  • Proven ability to meet timelines.

  • Excellent level of written, verbal and presentation skills.

Successful candidate will be required to obtain a Level 2 Security Clearance
