Full Job Description
The Air Force Civilian Service (AFCS) is looking for a Full-Time Senior Labor Attorney Advisor (NH-0905-04) to work for the Air Force Materiel Command (AFMC), 88th Air Base Wing, Wright Patterson AFB (WPAFB), in Dayton, OH. The primary purpose of this position is to serve as a senior litigation attorney in all complex cases before the Equal Employment Opportunity Commission (EEOC), Merit Systems Protection Board (MSPB), Federal Labor Relations Authority (FLRA), Federal District and appellate courts, arising primarily from events occurring on, or relating to present/former employees of WPAFB.

NH-04 salary with locality included (for the Dayton, OH area) $130,042 - $197,200

REQUIREMENTS FOR THIS POSITION
• U.S. Citizenship.
• Employee must be a graduate of a law school accredited by the American Bar Association, and be currently licensed as an attorney, in active (or equivalent) status and in good standing, with the bar of a U.S. state, territory, or commonwealth.
• Employee must adhere to the Air Force Rules of Professional Conduct.
• The employee is required to obtain and maintain a security clearance commensurate with the position's sensitivity code.
• Mobility is a condition of employment. The employee must sign an Air Force-wide mobility agreement.
• This position is designated by the Air Force as a Test Designated Position {TDP) under the Air Force Civilian Drug Testing Program.
• Employee may be required to work overtime on an unscheduled or emergency basis.
• Employee may be required to file an Office of Government Ethics (OGE) Form 450, Confidential Financial Disclosure Report, upon appointment and annually thereafter.
• This position meets the professional exemption criteria for the Fair Labor Standards Act (5 CFR 551.207).

DUTIES AND RESPONSIBILITES
• Provides counsel covering topics such as labor management relations, employee discipline, workplace accommodations, and other civilian personnel related issues. Represents the AF in hearings and appeals before tribunals.
• Provides legal counsel and advice covering the full range of labor law and personnel law matters to commanders, managers, investigators, EO personnel and personnel specialists.
• Advice and counsel covers a broad range of topics, to include preparation for litigation, labor management relations, employee discipline, accommodation of disabilities and religious practices, discrimination complaints, mediation, mediation preparation and settlement strategies, command directed investigations relating to civilian personnel, FOIA requests, attendance, Family Medical, and other excused absence matters, negotiated and administrative grievances, allegations of discrimination due to reserve or other military status, and other matters relating to mobilized reservists.
• Provides Expert Legal Opinions and Documents. Provides written legal opinions and legal documents relating to personnel law, labor law, and other complex legal matters. Legal opinions cover the full range of personnel and labor law, to include opinions relating to employee discipline, EEO matters, accommodation of employees' disabilities and religious practices, requests for information, mediation and dispute resolution, union negotiations, administrative and negotiated grievances, and allegations of discrimination due to military status.

KNOWLEDGE, SKILLS, AND ABILITIES (KSA's)
• Expert knowledge of federal personnel and labor law, including but not limited to statutes, federal anti-discrimination and labor law regulations and supplements thereto, DoD Directives, Air Force Instructions and Policy Directives, and the case law of relevant federal courts and administrative adjudicative bodies.
• Knowledge of modern legal practices and research resources, to include administrative databases and Westlaw.
• Substantial litigation experience before the Merit Systems Protection Board, the Equal Employment Opportunity Commission, the Federal Labor Relations Authority, other administrative adjudicative bodies, and/or federal courts.
• Skilled in effective written and oral communication.
• Ability to use a personal computer for research, communication, and preparation of litigation documents.
• Ability to mentor, assist and train less experienced attorneys, as well as commanders, managers, and personnel specialists in the evaluation of complex legal issues relating to agency personnel and personnel policies, laws and regulations.
