Full Job Description
The Role:
JCDecaux is currently seeking a Senior Labor and Employee Relations Specialist, who will report to the Chief People Officer. This person will be responsible for supporting labor relations activities for union employees across multiple JCDecaux U.S. locations.

Key Responsibilities:
  • Advising collective bargaining unit members on new and proposed changes to the Company's policies and practices.
  • Analyzing and interpreting the intent, spirit, and terms of the Collective Bargaining Agreements ("CBA").
  • Support labor relations activities for union employees across multiple U.S. locations, including New York, Boston, Chicago, and San Francisco.
  • Manage union benefit eligibility and reporting requirements to ensure compliance with CBA's.
  • Manage the onboarding process for union employees and ensure timely completion of required employment, benefit and union-related documentation.
  • Manage the employee grievance and dispute resolution process under the CBAs and advise possible resolutions to issues.
  • Providing training and coaching to all levels of management on labor relations.
  • Investigating complaints as it relates to employee and service providers, to include laws, rules, whistleblower policies, etc.
  • Participate in the planning and implementation of the CBAs.
  • Help develop proactive and positive employee and labor relations strategies and initiatives consistent with the JCDecaux's culture.
  • Compiling information and developing statistical reports on all matters pertaining to the CBA.
  • Developing recommendations consistent with the CBA and current labor practices under regulations and statutes.
  • Developing and writing policy based on approved recommendations.
  • Monitoring implementation of policies concerning wages, hours and working conditions to ensure compliance to CBA terms.
  • Participating in labor contract negotiations and identifying bargaining issues
  • Manage FMLA, Worker's Compensation and other employee leave for union employee population.
  • Assist Director of Operations across multiple U.S. locations in tracking trainings, accidents, and other related items.
  • Periodic visits to JCDecaux NA offices and warehouses across the country.


Requirements:
  • Bachelor's Degree or Master's in Labor and Industrial Relations, or Business Administration, or related field is preferred
  • 2-4 years of experience in human resources with particular focus on employee and labor relations and practical knowledge to include employee/labor relations, negotiations, and the collective bargaining process.
  • Previous Labor Relations and Employee Relations experience in a corporate union environment.
  • Bilingual in English and Spanish (written and verbal) required.
  • Knowledge of policies, procedures and practices involved in human resource competencies.
  • Experience in conflict resolution methods, including facilitation and mediation of agreements.
  • Experience in dealing with managing people problems, managing dramas, and dealing with difficult people in the workplace.
  • Know Employee Leave Laws and how to administer them.
  • Ability to build trust and strong partnerships with all levels of management and employees.
  • Proven record of excellent organizational, communication and time management abilities.
  • Must be able to work in a team environment.
  • Ability to cost out contract proposals.
  • Have set up HR strategies and programs for keeping employees engaged.

Base Salary Range: $90,000 - $100,000
