Summary

This position is located in the Bureau of Human Resources, Office of Employee Relations (HR/ER) which promotes the use of Department human resources (HR) by developing, implementing and promoting quality of life policy and programs, maintaining HR regulations, administering discipline processes and communicating to employees these programs. This position serves as a subject matter expert for client care of employees and family members affected by Anomalous Health Incidents (AHIs).

Duties

Help

  • Primarily plans, implements, and improves upon the Department's operations, procedures, and methods.
  • Focuses on legislation and processes intended to benefit employees and family members affected by Anomalous Health Incidents.
  • Coordinate programs and activities ensuring effective and efficient contributions to the Department's overall mission and strategy.
  • Performs a variety of duties to carry out, administer, or advise on work concerned with assuring the quality of client care, business processes and delivery of services needed to execute Department priorities for client care.

Qualifications

Applicants must meet all the required qualification requirements described below by the closing date of this announcement.

NOTE: Applicants must meet time-in-grade and time after competitive appointment requirements, by the closing date of this announcement.

Time-In-Grade Requirements: Federal applicants must have served 52 weeks at the next lower grade to satisfy time-in-grade restrictions, per 5CFR 300, Subpart F.

Applicants must have 1 year of specialized experience equivalent to the GS-13 level in the Federal service which provided the applicant with the particular knowledge, skills and abilities to perform the duties of the position.

Qualifying specialized experience must demonstrate the following:

  • Experience analyzing and evaluating employee relations programs for effectiveness.
  • Experience proposing recommendations for program improvements that require significant changes (ie. substantial agency resources, legislative changes/approval, etc.).


There is no substitute of education for specialized experience for the GS-14 position.
