Full Job Description
ACLC is seeking a Senior Knowledge Manager to lead the integrated Knowledge Management (KM) team supporting the National Guard Bureau (NGB) KM Program. The Senior Knowledge Manager translates NGB priorities and KM doctrine into executable governance, architecture, knowledge-flow, maturity, training, decision-support, collaboration, and continuous-improvement activities across the National Guard Enterprise (NGE).

This position is contingent upon contract award.
Duties and Responsibilities
  • Lead day-to-day execution of the KM team, establish priorities, assign work, monitor workload and quality, and maintain continuity across KM Analysts and Enterprise SharePoint Services Representatives (ESSRs).
  • Serve as the senior advisor for enterprise KM program maturation, ensuring that work products support the NGB KM Program's multi-year development and maturity plan.
  • Coordinate KM governance activities with the Government KM Program Manager, Contracting Officer's Representative, Knowledge Management Officer Working Group (KMOWG), Knowledge Management Representative Working Group (KMRWG), and other stakeholders.
  • Facilitate governance meetings, program reviews, working groups, decision forums, and stakeholder sessions; ensure agendas, pre-reads, 7-Minute Drills, minutes, decisions, action items, and knowledge outputs are accurate and delivered on schedule.
  • Guide development, revision, coordination, and publication of the NGB KM Instruction, KM Manual, KM Campaign Plan, Communications Plan, strategic calendar, battle rhythm, and related governance products.
  • Lead development of the KM analysis and deployment plan, POAMs, integrated roadmaps, risk/issues tracking, dependencies, communications, training, and enterprise rollout sequencing.
  • Oversee enterprise knowledge architecture and repository stewardship, including taxonomy, metadata, content types, naming conventions, permissions coordination, authoritative repositories, version control, lifecycle rules, and repository health.
  • Lead knowledge-flow analysis and structured knowledge capture through interviews, after-action reviews, lessons-learned sessions, workshops, and Communities of Practice; ensure tacit and explicit knowledge becomes validated, discoverable, reusable knowledge assets.
  • Direct creation and quality review of knowledge maps, knowledge-flow models, expert directories, swim lanes, SIPOC diagrams, RACI/VENN models, handoff depictions, decision matrices, workflow diagrams, and other leadership-ready knowledge products.
  • Oversee initial and annual KM maturity assessments, review assessment quality, coordinate corrective guidance, manage suspense tracking, and recommend improvements to maturity indicators and enterprise adoption.
  • Own the KM metrics framework, Metric Dictionary, KM Performance Tracker, composite KM Dashboard Score, and reporting rhythm. Ensure metrics are accurate, traceable, current, and reflected in monthly, quarterly, and annual reports.
  • Analyze selected decision processes for bottlenecks, unclear authorities, missing information, duplicative steps, disconnected workflows, and other knowledge-flow problems; present evidence-based recommendations to leadership and governance bodies.
  • Lead situational-awareness products, including the Consolidated Issues List, leadership briefings, dashboards, trend analyses, and decision-support summaries. Ensure products identify the issue, mission relevance, affected stakeholders, recommended action, urgency, dependencies, and expected effort.
  • Lead KM culture development, including KM Representative Course planning and delivery, newcomer/supervisor/action-officer briefings, KM tools training, Communities of Practice, knowledge-sharing events, job aids, tutorials, and user guidance.
  • Ensure the team delivers at least four KM Representative Courses per year and supports recurring KM tools training, including at least one two-hour session per month, subject to the final approved workload and schedule.
  • Provide senior oversight for the KM automation tool and SharePoint support effort, including the prototype, production implementation, KPI integration, POAMs, metrics, heat maps, Power Apps, Power Automate, Power BI, reusable components, and future AI/ML readiness.
  • Ensure ESSR technical work remains within KM scope and aligns with KM doctrine, information architecture, metadata, taxonomy, lifecycle, governance, and security requirements. Maintain the boundary between KM support and Government IT, cybersecurity, network, infrastructure, and records-management authorities.
  • Oversee quality control for all reports, dashboards, briefings, correspondence, training products, repositories, workflows, and other deliverables; identify defects, prevent recurrence, and ensure corrected products meet Government requirements.
  • Manage delivery of assigned KM tasks from intake through closure: analyze requirements, develop courses of action within required timelines, initiate approved actions, track dependencies and suspense dates, document results, and report progress.
  • Prepare and contribute to Monthly Status Reports, Quarterly Status Reports, Annual Status Reports, program-review briefs, leadership updates, and other required deliverables.
  • Identify staffing, schedule, technical, quality, adoption, security, and continuity risks; maintain mitigation actions and escalate issues through the Contract Manager and COR within appropriate contractual boundaries.
  • Ensure contractor personnel identify themselves as contractors, protect Government information and property, safeguard PII and CUI, comply with OPSEC and counterintelligence requirements, and follow applicable installation and Government information-system policies.
Qualifications
  • At least five years of demonstrated experience applying enterprise Knowledge Management principles.
  • At least one of the following: Knowledge Management Institute Certified Knowledge Manager (CKM) or Certified Knowledge Specialist (CKS); American Productivity & Quality Center (APQC) Certified Knowledge Manager; U.S. Army KM Qualification Course (KMQC); Air Force KM Air Force Specialty Code (AFSC 3A0XX/3D0XX); or bachelor's degree or higher in Organizational Learning or Library Science.
  • Demonstrated experience with knowledge-flow analysis, knowledge lifecycle management, knowledge architecture alignment, metadata and taxonomy application, knowledge-product development, knowledge stewardship, and KM governance support.
  • Experience supporting KM governance structures, maturity assessments, KM recommendations, cross-functional knowledge sharing, Communities of Practice, stakeholder engagement, business-requirements gathering, and structured KM lifecycle methods such as ADDPI.
  • Basic proficiency with SharePoint Online/Microsoft 365, including lists, libraries, sites, permissions, and content organization.
  • Demonstrated ability to lead meetings, facilitate stakeholder collaboration, communicate with senior leaders, organize competing priorities, and produce clear, accurate, leadership-ready products.
  • Secret security clearance and ability to satisfy applicable installation, CAC, background-investigation, information-system, IA/IT-certification, OPSEC, CUI, CIAR, and other required training or access conditions.
  • Experience leading or coordinating an enterprise KM program, KM maturity effort, governance framework, or multi-organization knowledge-integration initiative.
  • Experience integrating KM governance with SharePoint Online, Microsoft Teams, Power Platform, enterprise information architecture, repository stewardship, and content lifecycle controls.
  • Experience developing or managing KM strategy, campaign plans, technology roadmaps, POAMs, metrics frameworks, dashboards, executive briefings, and change-management activities.
  • Experience working in a Department of Defense, Joint, Army, Air Force, National Guard, or similarly regulated environment with geographically dispersed stakeholders.
  • Experience managing contractor teams, quality-control processes, deliverable schedules, action logs, stakeholder risks, and Government-facing performance reporting.
