Position Information:

BreakForth Solutions is seeking a Senior ITIM and Cost Analytics Analyst to support the effort of the team supporting our federal customer's Office of the Chief Information Officer (OCIO). The candidate will support federal IT portfolio oversight, capital planning, and data-driven decision-making. This role places a strong emphasis on analyzing IT investment cost data, identifying anomalies and trends, and developing actionable insights to support leadership decisions.

Essential Functions

This role will be responsible for performing tasks such as but not limited to:
  • Support the Office of the Chief Information Officer (OCIO) in IT investment portfolio management activities, including Major and Standard investments
  • Execute and manage recurring data calls; validate and ensure quality of investment data
  • Analyze investment performance (cost, risk, schedule, metrics), with a primary focus on cost analysis and anomaly detection
  • Develop reports and dashboards to highlight cost performance, outliers, and risks
  • Support IT budget activities and data requests (e.g., OMB, internal planning cycles)
  • Provide guidance to stakeholders on data quality, reporting requirements, and portfolio processes
  • Support governance activities through data analysis, reporting, and briefing materials
  • Contribute to process improvements, including automation and data management enhancements
  • Perform variance analysis comparing budget, actuals, and forecasts
  • Support IT portfolio management and CPIC activities in alignment with OMB A-11 and federal guidance
  • Utilize tools such as Power BI, Excel, and SharePoint to manage, analyze, and distribute portfolio data

Education/Skills/Experience Requirements:
  • Bachelor's degree in Information Systems, Business, Finance, Public Administration, or related field.
  • Minimum Experience: Seven (7) years in federal IT investment management, IT portfolio analysis, capital planning, or IT budget oversight.
  • Education/Experience Equivalent: Associate's degree + 9 years relevant experience, OR High School Diploma +11years relevant experience.
  • Ability to obtain and maintain a favorable public trust investigation/clearance level.
  • Understanding of IT investment lifecycle data (cost, schedule, performance, and risk)
  • Experience supporting federal IT governance boards or executive reporting
  • Experience with OMB A-11, Federal IT Dashboard, and budget processes
  • Experience with financial or cost data analysis in a federal or large enterprise environment, inclusive off financial data interpretation, and anomaly detection
  • Experience with Folio, eCPIC, or similar IT portfolio management tools
  • Experience with data analysis tools (e.g., advanced Excel, SQL, Python)
  • Experience with data visualization tools (Power BI, Tableau, etc.)
  • Ability to work with large datasets and ensure data accuracy and integrity
  • Working knowledge of SharePoint for document management, collaboration, and reporting distribution
  • Strong analytical, problem-solving, and communication skills

Desired Knowledge/Skills
  • Experience supporting a Cabinet-level federal agency.
  • Familiarity with Technology Business Management (TBM) or cost transparency frameworks
  • Experience with process automation, scripting, or workflow improvement
