Full Job Description
Location: Bellevue,Washington
Expected Start Date: Jun 9, 2026

  1. Is utility industry experience truly required, or would enterprise infrastructure/regulated industry experience be considered comparable?
  • Utility experience is strongly desired. Not really comparable as utility is really a world unto itself. You can submit with alternate backgrounds and that by itself would not be fatal, but we expect to find multiple candidates with utility experience.
  1. What phase is the current project in today (planning, implementation, testing, deployment, stabilization), and what are the biggest challenges the new PM will inherit?
  • Current project is in both execution and planning phases across different workstreams.
  1. What type of project environment is this - Agile, Waterfall, hybrid - and how hands-on do you expect the PM to be with scheduling, RAID logs, budgeting, and executive reporting?
  • Hybrid. The PM will be extremely hands on in all aspects including the financials. This is a Senior role with delivery responsibility.
  1. What is the ideal background mix for the candidate: stronger technical/GIS knowledge or stronger enterprise stakeholder and delivery management experience?
  • Ideal is both. Depending on the candidate either one could be the tipping point.
  1. How many teams/stakeholders will this PM coordinate across, and what level of executive visibility does the role have?
  • Many and medium to high visibility.
  1. Are there any "must-have" experiences that would immediately separate a top candidate from an average one?
  • ESRI UN and Utility background combined.

Overview

Seeking a Senior IT Project Manager to join an ongoing, high-visibility infrastructure initiative at a critical stage. This is a hands-on delivery role with full accountability across scope, schedule, budget, and stakeholder management. The ideal candidate brings a strong combination of utility industry experience and GIS/ESRI expertise, with the maturity to navigate a complex, multi-workstream environment.

Responsibilites:
  • Manage the full project lifecycle across multiple concurrent workstreams currently in both execution and planning phases
  • Own and maintain project plans, RAID logs, schedules, budgets, and financial reporting
  • Drive milestones and hold teams accountable to agreed-upon scope, cost, schedule, and quality measures
  • Establish and execute a communication plan for project teams and executive stakeholders
  • Provide day-to-day direction to project resources across multiple internal teams
  • Lead change management efforts throughout the project lifecycle
  • Prepare and deliver status reports, documentation, and budget updates to medium-to-high visibility executive audiences
  • Partner across many teams and stakeholder groups to ensure alignment and delivery

Qualifications:
  • 6+ years of senior IT project management experience with full delivery accountability
  • Utility industry experience strongly preferred - this is a world unto itself and candidates with utility backgrounds will be prioritized
  • ESRI Utility Network (UN) experience is a significant differentiator and top candidates will have this combined with utility background
  • GIS project experience required
  • Hybrid project methodology experience (Agile + Waterfall)
  • Extremely hands-on approach - this role owns the financials, not just the schedule
  • Proficiency in MS Project, Visio, Excel, and Word
  • Excellent communication, negotiation, leadership, and executive reporting skills
  • Experience managing complex stakeholder environments with high executive visibility

Nice to Have
  • Enterprise infrastructure or regulated industry background (not a replacement for utility experience, but considered)
  • Experience inheriting in-flight projects at a critical delivery stage
