Role Summary:
The Senior IT Project Manager is the contractor's primary delivery lead and day-to-day point of contact with the IRS Contracting Officer's Representative (COR) and Technical Point of Contact (TPOC). This person owns end-to-end execution of the task order schedule, scope, risk, resources, and deliverable quality across all subtasks, and leads both the transition-in and transition-out efforts.
Key Responsibilities:
- Serve as the principal point of contact with the COR/TPOC and represent the contractor in all program-level communications.
- Develop, implement, and maintain the Task Order Program Management Plan (PMP), including the project plan, performance dashboards, and a consolidated roll-up of performance data across all active subtasks.
- Plan and lead Transition-In: develop the Knowledge Transfer Plan (KTP), maintain a resource-balanced Microsoft Project (or equivalent) schedule, and drive completion within the 120-day window.
- Develop and annually update the Transition-Out Plan; ensure continuity of operations with no service gaps at end of performance (90-day transition-out).
- Facilitate the Monthly Status Report (MSR) call, the weekly Administrative Touchpoint, and the Annual Planning Meeting; prepare materials for COR/TPOC review and acceptance.
- Manage schedule, scope, risk (risk register, dependency tracking, mitigation), and resource allocation across the review, agency-submission, methodology, and risk-model workstreams.
- Ensure on-time, on-quality delivery of all work products per the deliverable schedule and the Quality Assurance Surveillance Plan (QASP).
- Oversee onboarding, Government-Furnished Equipment (GFE), and personnel security/clearance progress in coordination with the program team.
Core Experience (Required):
- Demonstrated senior-level experience managing IT projects and/or IT-related security assessment programs across multiple technology platforms (operating systems, network, virtualization, cloud).
- Proven track record building and maintaining program/project management plans, integrated master schedules (Microsoft Project or equivalent), risk registers, and performance dashboards.
- Experience leading contract transition-in and/or transition-out and structured knowledge transfer from an incumbent.
- Experience managing deliverable-based (firm-fixed-price) performance in a federal environment, including formal status reporting to government stakeholders.
- Experience leading geographically distributed and/or remote-hybrid delivery teams.
Minimum Education: Bachelor's degree or higher in an Information Technology-related discipline from an accredited college or university. Master's degree preferred.
Certifications / Licenses (minimum of ONE of the following):
- CAP (Certified Authorization Professional) • CND • CompTIA Cloud+ • GSLC • Security+ CE • HCISPP • CASP+ CE • CISM • CISSP (or Associate) • CCISO • PMP
Preferred: PMP paired with a security certification; prior IRS/Treasury or FTI/Publication 1075 program experience; familiarity with NIST SP 800-53 and FedRAMP.
