- Gathers, compiles, analyzes, and interprets data necessary for external (government) and internal EEO compliance, reporting, and monitoring. Data may include recruitment, hiring, terminations, promotions, disciplinary actions, salaries, applicant flows, and transfers.
- Plans, completes, and files required EEO and/or affirmative action reports and documentation with government agencies.
- Uses appropriate statistical software or tools to measure and monitor equal opportunity and affirmative action plan compliance.
- Reports survey results, statistics, and recommendations for corrective action to the Equal Employment Opportunity Manager and other appropriate stakeholders.
- Addresses internal inquiries regarding civil rights and equal opportunity laws and regulations as appropriate based on the specialists expertise; refers sensitive issues and concerns to manager or appropriate legal staff.
- Pursuant to established documentation procedures, records discriminatory factors and corrective actions identified through investigations of employment practices or alleged violations.
- Ensures timely processing and review of complaints by coordinating, monitoring, and streamlining complaint procedures.
- Responds within 24 hours to claims filed via telephone, walk-in, or the online system involving equal employment opportunity, sexual harassment and/or violence in the workplace issues. Arranges to meet with complainant(s) to take full statement, makes initial determination if case falls within jurisdiction and completes appropriate in-take forms.
- Updates and maintains a case management and tracking system with appropriate information.
- Conducts investigations of routine to moderate complexity through follow-up interviews with complainant(s); arranging and completing interviews with witnesses, supervisors, and managers as appropriate. Keeps manager apprised of case progression.
- Research relevant policies, rules and laws (federal, state, local) that apply to cases under investigation.
- Prepares preliminary reports outlining findings and submits a recommendation of sustained or un-sustained and course of action to the manager for review and approval. Prepares and maintains a folder of all case related documents in a format that facilitates legal review.
- Issues letters informing parties of recommended actions and follows-up to ensure recommendations are carried out.
- Stays abreast of federal, state and local laws, as well as court cases and trends regarding discrimination, harassment, case management, and best practices.
- Facilitates all parts of the ADA process including medical certification collection, interactive dialog, accommodation determination, and accommodation implementation.
- Assists in the development of policies and procedures and conducts training programs and workshops, as required.
- Provides data analysis reports related to EEO such as adverse impact analysis, trend analysis for cases, and other data analysis as required.
- May be asked to serve on committees or other boards related to this area of specialty.
- Develops and administers the City's Affirmative Action and EEO compliance programs.
- Investigates and facilitates resolution of employee problems that may involve discriminatory activities.
- May supervise other professional or support staff.
- Completion of work assignments may require the operation of a vehicle.

Experience and TrainingRequired Experience and Training:- Bachelor's degree from an accredited four-year college or university in Human Resources, Business Administration, Legal Studies, Public Administration, or Industrial Relations.
- Five (5) years HR experience, with primary responsibility for employee relations, employment compliance, EEO, or ADA administration.
- Three (3) years of experience conducting workplace investigations, including interviewing complainants, respondents, and witnesses; reviewing personnel records and other evidence; documenting investigative findings; preparing written investigative reports; recommending corrective actions; and presenting findings and recommendations to management or legal counsel.
- One (1) year of experience managing the ADA interactive process, including evaluating medical documentation, determining reasonable accommodations, and assessing undue hardship.
- A valid driver's license.
- Must be legally authorized to work in the United States without the need of a sponsorship.
Preferred Experience and Training- Master's degree from an accredited college or university in Human Resources, Business Administration, Public Administration, Industrial Relations, Employment Law, or a Juris Doctor (JD).
- Professional HR or compliance credentials such as SHRM-SCP, SPHR, or Certified Civil Rights Investigator (CCRI).
- Two (2) years of experience responding to administrative charges or complaints filed with the Equal Employment Opportunity Commission (EEOC), Kansas Human Rights Commission (KHRC), or another governmental civil rights enforcement agency, including preparing position statements, gathering supporting documentation, communicating with agency representatives, or participating in mediation.
- Two (2) years of experience tracking EEO or employment compliance metrics, analyzing workplace complaint trends, and preparing EEO-4 or Affirmative Action Plan (AAP) reports.
- Two (2) years of experience developing and delivering training to employees, supervisors, or managers on EEO, anti-discrimination, anti-harassment, workplace investigations, ADA requirements, or reasonable accommodation responsibilities.

FULL-TIME EMPLOYEE BENEFITS
1. VACATION - Most employees with less than five years employment earn 10 days of vacation per year. After five years, accrual rates increase at varying rates to varying maximums, depending on work schedule and/or union representation. Employees can accumulate and carry forward up to 240 hours each year.
2. HOLIDAYS - There are eleven paid holidays. Employees also receive one Personal Holiday that is granted after the first six months of employment.
3. SICK LEAVE - Sick leave accrual begins at one-half day per month. After five years, sick leave accruals are one work day per month. Employees can accumulate and carry forward all unused sick leave each year. Employees who use 24 hours (3 days) or less of sick leave in a calendar year earn a "Well Day." An additional "Well Day" can be earned following a year of perfect attendance.
4. HEALTH INSURANCE - UMR / United Healthcare provides two levels of medical and prescription drug plans. Both medical plan are PPOs and do not require selecting a physician or referrals for specialty care. Both medical plans include Teladoc virtual care (primary care/mental health benefits at no charge), Dario healthy living programs, and VSP Vision benefits. Pre-tax premium deductions are offered. The City contributes 80% of the premium cost towards medical, prescription drug and vision insurance.
5. DENTAL INSURANCE - Two Delta Dental plans are offered - Preferred and Traditional. The Delta Preferred plan requires using a dentist from a smaller network for a lower premium. The Delta Traditional plan allows use of any dentist, although benefits are higher using a dentist from the large Delta network. Benefits under both plans are the same (with the exception of some Orthodontic benefits) Pre-tax premium deductions are offered.
6.LIFE INSURANCE - Low-cost voluntary term life insurance is available. Employees pay one-third of the cost. The amount of Basic Life coverage is two times annual pay up to a determined maximum amount. Dependent coverage is available at $20,000 spouse / $10,000 child(ren) for an additional $0.14 per pay period. Accidental death and dismemberment coverage is included. The plan is through MetLife.
7.SUPPLEMENTAL LIFE - Additional voluntary employee-paid term life insurance is available from MetLife at low group rates. Participation in Basic Life is required. The Life Insurance plans are portable.
8. LONG-TERM DISABILITY INSURANCE- The voluntary employee-paid group disability plan from MetLife provides 60% of pre-disability income for injury or health related disabilities. Premiums are determined by income and age.
9.VOLUNTARY ACCIDENTAL DEATH & DISMEMBERMENT - Voluntary employee-paid AD&D from MetLife offers coverage for accidental death and dismemberment.
10.RETIREMENT - The City offers two retirement plans - Wichita Employees (WER) Plan 3, and Commissioned Police & Fire Plan C-79. The WER plan is a defined contribution plan; Police & Fire is a defined benefit plan. Both are contributory - employees and the City share the cost.
11.FLEXIBLE SPENDING ACCOUNTS - Employees may elect to make FSA pre-tax deductions for dependent care and/or unreimbursed medical expenses, reducing the cost of these expenses by eliminating taxes on the amount deducted.
12. LONG-TERM CARE INSURANCE - This plan from UNUM offers facility and home care benefits for employees, spouses, and some other family members. Several options for benefit amount and duration, and specific plan features, are available.
