Job Description

Receives general direction from the Deputy Director of Human Resources and Risk Management or designee. May exercise direct supervision over professional and administrative support staff.

This classification in the Human Resource Analyst series is responsible for performing the most complex work assigned to the series and serving as a subject matter expert within assigned professional area. Incumbents regularly work on tasks which are varied and complex, requiring considerable discretion and independent judgement. Positions in the classification rely on experience and judgement to perform assigned duties. Performance of the work requires the use of independence, initiative, and discretion within established guidelines. This class is distinguished from the Human Resources Analyst class by the complexity and difficulty of the tasks assigned, the higher level of independence required, and the addition of the responsibility to make recommendations regarding changes in policies, procedures, or administration based on analysis, research, and experience.

  • Coordinates, administers and assists with a variety of human resources related functions such as personnel issues, employee benefits, recruitment, disability management, training and development, classification and compensation, labor negotiations, grievance resolution, and employee relations;
  • Understands, interprets and applies memorandums of understanding, pay and benefits resolutions, Federal and State laws and regulations, professional and contractual service agreements, and City policies and procedures as they relate to personnel and/or human resources administration;
  • Develops management recommendations in response to proposed legislation and revised regulations including analysis of court decisions, proposed legislation, and new program and fiscal mandates;
  • Interprets and explains federal and state rules and regulations; conducts studies and provides assistance on compliance with laws, rules and regulations, including Americans with Disabilities Act (ADA) and California Fair Employment and Housing Act (FEHA); manages resolution of issues;
  • Performs research and provides analysis in order to assist with labor negotiations and employee relations matters; conducts job analysis and develops new or revised classification descriptions;
  • Confidentially maintains personnel records and information related to employee relations and other human resources issues;
  • Conducts organizational studies; researches personnel issues and regulations; conducts surveys of comparable organizations; analyzes results, proposes solutions, and calculates implementation costs;
  • Assists employees and management with the interpretation and correct application of City policies, procedures and programs while exercising the highest degree of confidentiality and professionalism;
  • Prepares draft and final routine reports, correspondence, and meeting minutes; attend and/or act as staff liaison to various committees and/or professional associations;
  • Acts as Department representative for labor negotiations; confers with assigned bargaining units to coordinate discussions and proposals with unions; assures effective communication of issues;
  • Recommends, formulates, drafts and implements human resources policies, procedures and labor agreements, and revisions thereof;
  • Researches, audits and analyzes technical transactions and statistical models to resolve questions and validate data; collects, compiles and analyzes data and information; develops recommendations, and prepares and presents reports to department management;
  • May assist with various risk management responsibilities including facilitation of the City's insurance and self-insurance programs, contractual risk transfer and indemnification, liability investigation, and loss prevention;
  • Provides training to City employees involving human resources issues and current topics; conducts specialized training for key personnel on management techniques and policies and procedures;
  • Builds and maintains positive working relationship with other City employees and the public using excellent customer services skills; Maintains expertise in Human Resources issues through participation in educational opportunities, meetings and conferences; represents department at various committees and work groups.
  • Adheres to the confidentiality standards of the Privacy Act of 1974, {U.S.C. § 552A};
  • And performs related duties as assigned.


Qualifications
Knowledge of:
  • Principles and practices of employee relations, direct staff supervision and supervisory practices, safety, worker's compensation, equal employment opportunity, personnel administration and training;
  • State and federal laws, statutes, rules, ordinances, codes and regulations governing Human Resources activities and functions including labor relations and collective bargaining;
  • City organization, operations, and functions of each City department;
  • Principles and practices of public sector personnel administration, personnel files and records management, and effective customer service techniques;
  • Training, testing and adult learning principles;
  • Principles and techniques of conducting analytical studies, evaluating alternatives, making sound recommendations, and preparing and presenting effective and technical reports;
  • Basic and advanced mathematic and statistical techniques;
  • Principles and procedures of record-keeping and preparation of reports and correspondence.
  • Techniques for providing a high level of customer service by effectively dealing with the public, vendors, contractors, and City staff;
  • The structure and content of the English language, including the meaning and spelling of words, rules of composition, and grammar;
  • Modern equipment and communication tools used for business functions and program, project, and task coordination, including computers, databases, and software programs relevant to work performed.


Ability to:
  • Analyze, interpret and apply City policies and procedures, and federal, state and local laws and regulations pertaining to employment and employee relations;
  • Analyze complex administrative information and issues, define problems and evaluate alternatives, and recommend methods, procedures and techniques for resolution of issues;
  • Analyze data and information systems issues, hardware and software troubleshooting techniques, evaluating alternatives, and making logical recommendations based on findings;
  • Prepare complex special reports, and effectively present information;
  • Communicate goals, and guide the professional development of management, staff, and direct reports;
  • Monitor and control the confidentiality of human resources database, files and reports.
  • Interact with people of different social, economic, and ethnic backgrounds;
  • Manage multiple projects, prioritize multiple tasks and demands and delegate work to others;
  • Effectively represent the department, division, program, and City in meetings with governmental agencies, community groups, various business, professional, and regulatory organizations, and in meetings with individuals.;
  • Independently organize work, set priorities, meet critical deadlines, and follow-up on assignments;
  • Use tact, initiative, prudence, and independent judgment within general policy, procedural, and legal guidelines;
  • Effectively use computer systems, software applications relevant to work performed and modern business equipment to perform a variety of work tasks;
  • Communicate clearly and concisely, both orally and in writing, using appropriate English grammar and syntax;
  • Establish, maintain, and foster positive and effective working relationships with those contacted in the course of work.

Education and Experience:

Any combination of training and experience that would provide the required knowledge, skills, and abilities is qualifying. A typical way to obtain the required qualifications would be:

Education:
  • A Bachelor's Degree from an accredited college or university in Human Resources, Business or Public Administration, or a related field.

Experience:
  • Five (5) years of professional human resources experience, with at least two years performing duties similar to those assigned to the Human Resources Analyst classification.
  • Public sector experience is preferred.

Licenses and Certifications:
  • May require possession of a valid California Driver License.

PHYSICAL DEMANDS:

While performing the duties of this job, the employee is frequently required to sit, talk and hear. The employee is occasionally required to walk; use hands to manipulate objects, tools, or other controls; and reach with hands and arms.
