DescriptionMetaPhase is currently supporting the Federal Transit Administration (FTA) through the Strategic HQ Integration and Functional Transformation (SHIFT) initiative, an 18-month effort to assess and optimize FTA Headquarters organizational structures, functions, staffing, governance, and workload models.
In support of this project, MPC is seeking two Senior Human Capital Consultants with five or more (5+) years of experience to support FTA's enterprise organizational transformation. In this role, it is expected that the Senior Human Capital Consultant conducts organizational and workforce analyses, facilitates stakeholder engagement, develops future-state organizational options, assesses change impacts, and translates leadership decisions into actionable organizational documentation and implementation plans.
What You Will Be Doing - Analyze organizational missions, functions, roles, staffing, and reporting relationships
- Conduct research and analysis supporting Medium Change and High Change organizational options
- Participate in executive and stakeholder interviews and workshops
- Document current-state and future-state organizational structures
- Develop functional statements, roles and responsibilities, and organizational documentation
- Conduct change impact and organizational readiness analyses
- Develop change management strategies, stakeholder approaches, and adoption activities
- Support business case and feasibility analysis
- Develop implementation roadmaps, milestones, and SMART goals
- Support governance framework and decision-rights development
- Analyze Administrative Officer structures, utilization, workload, and reporting relationships
- Support evaluation and modernization of the FTA Organizational Manual
- Produce client-ready analyses, briefings, presentations, and recommendations
- Collaborate with BPR and workforce analytics team members to ensure organizational recommendations are supported by process and staffing data
What We Need From You (Required) - Minimum of five or more (5+) years of human capital, organizational development, organizational design, change management, or management consulting experience
- Experience developing high-quality client-facing analyses and deliverables
- Strong qualitative and quantitative analytical skills
- Experience conducting stakeholder interviews, workshops, or facilitated working sessions
- Strong writing, presentation, and communication capabilities
- Ability to synthesize complex information into clear findings and recommendations
- Experience working collaboratively across multidisciplinary teams
- Ability to successfully fulfill FTA Public Trust suitability requirements
Nice to Have (Desired)- Federal consulting experience
- Prosci, CCMP, SHRM, or similar certification
- Experience developing organizational charts and functional statements
- Experience with workforce planning or workforce transformation
- Experience supporting federal organizational restructuring
- Experience supporting DOT or FTA
Required ClearanceAbility to obtain and successfully fulfill FTA Public Trust/Suitability requirements; U.S. Citizenship preferred
