Full Job Description
Position Summary
We are seeking for a contingent position a senior federal Classification Specialist to provide expert-level position classification and position management support to a federal Human Capital Management Office. This is a full-time, on-site role at the Federal Trade Commission's Washington DC headquarters, with telework permitted only at the agency's discretion. The selected candidate will also serve as the on-site Team Lead and as key personnel, responsible for quality control of all work products and direct interface with the client's technical and contracting representatives.

Key Responsibilities
  • Conduct classification evaluations for General Schedule (GS), Senior Executive Service (SES), Senior Level (SL), and other federal positions
  • Develop and revise Position Descriptions (PDs), evaluation statements, OF-8 cover sheets, FLSA determinations, and coding recommendations
  • Perform desk audits, employee/supervisor interviews, and position management reviews, including accretion-of-duties requests
  • Produce complete, research-supported classification packages requiring no substantive government edits
  • Support executive resources classification (SES, SL, political appointees) and PD development
  • Provide expert consultation on complex classification issues and transfer knowledge to build internal agency capacity
  • Support agency-wide classification projects such as PD updates and classification standard application reviews

Minimum Qualifications
  • Bachelor's degree, or equivalent professional experience.
  • 10+ years of experience applying federal classification standards and position management principles.
  • Demonstrated experience classifying positions across all grade levels and job families.
  • SES and SL classification experience.
  • Experience drafting policies and SOPs and applying OPM classification standards.
  • Working knowledge of 5 U.S.C. Chapter 51; 5 CFR Parts 214, 511, and 551; and OPM Classification Standards, the Classifier's Handbook, and the Occupational Group Handbook.

Eligibility Requirements
  • Must be able to pass a federal background investigation and obtain HSPD-12 PIV credentials.
  • Must be authorized to work in the U.S. and clear E-Verify.
  • Must have resided in the U.S. for at least three of the past five years.
  • Must be registered with Selective Service, if applicable.
