POSITION SUMMARY:

Targa Resources is seeking a strategic and business-focused Senior Human Resources Business Partner (Sr. HRBP) to support our Technology, Engineering, and other Corporate Functions organizations. This role will serve as a trusted advisor to senior leaders, partnering closely with business teams to align talent strategies with business objectives, drive organizational effectiveness, enhance employee engagement, and build high-performing teams.

The successful candidate will have a strong understanding of technical and professional talent markets and experience supporting complex organizations through growth, transformation, organizational change, and workforce planning initiatives. This position requires a strategic thinker who can translate business priorities into actionable people strategies while providing hands-on support in all facets of human resources.

JOB FUNCTIONS AND KEY RESPONSIBILITIES:
  • Partner with leaders to develop and execute people strategies aligned with business goals and long-term organizational objectives.
  • Serve as an advisor and consultant to leaders on organizational effectiveness, workforce planning, talent management, employee engagement, and change management.
  • Provide coaching and guidance to leaders on leadership effectiveness, team performance, organizational dynamics, and employee development.
  • Partner with leaders to assess current and future workforce needs, identify skill gaps, and develop plans to strengthen critical capabilities.
  • Collaborate with Talent Acquisition to attract and retain highly skilled technical and professional talent in competitive labor markets.
  • Support succession planning and leadership development initiatives for key technical and business-critical roles.
  • Analyze workforce trends, turnover data, , and market intelligence to recommend proactive talent solutions.
  • Lead organizational design, restructuring, and workforce planning initiatives to support evolving business priorities.
  • Facilitate change management efforts associated with business transformations, technology implementations, reorganizations, and strategic growth initiatives.
  • Support leaders in driving organizational effectiveness and building resilient, high-performing teams.
  • Partner with leaders to identify opportunities to improve processes, team structures, and overall employee experience.
  • Provide guidance and support on employee relations matters, performance management, corrective action, conflict resolution, and policy interpretation.
  • Conduct employee relations investigations and provide recommendations in partnership with Legal and HR Centers of Excellence as appropriate.
  • Ensure consistent and fair application of company policies, practices, and employment-related decisions.
  • Coach managers on performance management, accountability, and employee development practices.
  • Leverage HR analytics and workforce data to identify trends, assess organizational health, and support informed business decisions.
  • Develop and present insights and recommendations to leadership on talent, retention, engagement, and workforce effectiveness.
  • Collaborate closely with Talent Acquisition, Compensation, Benefits, and HR Operations to deliver integrated HR solutions.
  • Ensure compliance with employment laws, regulations, and company policies.
  • Stay current on employment law, HR trends, workforce practices, and industry developments.
  • Lead and/or participate in cross-functional HR projects and strategic initiatives.
  • Perform other duties as assigned.


MINIMUM ESSENTIAL QUALIFICATIONS:
  • Bachelor's degree in Human Resources, Business Administration, Organizational Development, or related field.
  • Minimum of 8+ years of progressive Human Resources experience, including experience as an HR Business Partner supporting professional, technical, engineering, or corporate client groups.
  • Demonstrated experience supporting Technology, Engineering, Digital, IT, Cybersecurity, Data Analytics, or other highly specialized professional functions.
  • Strong business acumen with the ability to understand organizational priorities and translate them into effective people strategies.
  • Experience partnering with senior leaders and influencing decisions in a complex business environment.
  • Strong knowledge of employee relations, performance management, organizational design, workforce planning, and change management.
  • Experience leveraging workforce analytics and HR data to drive business decisions.
  • Strong project management, analytical, and problem-solving skills.
  • Excellent communication, presentation, facilitation, and executive influencing skills.
  • Advanced proficiency in Microsoft Office applications, including Excel and PowerPoint.
  • Experience working with HRIS systems and utilizing workforce data and reporting tools.
  • Ability to manage multiple priorities in a fast-paced environment while maintaining strong attention to detail.
  • Demonstrated ability to build credibility, trust, and collaborative relationships across all levels of the organization.
  • Experience supporting technology organizations undergoing digital transformation, organizational growth, or large-scale change initiatives.
  • Knowledge of technical talent markets, workforce trends, and competitive recruiting strategies for engineering and technology professionals.
