Job Summary

This position is eligible for telework for applicants who reside in Minnesota or in a bordering state, with supervisory approval and satisfactory performance. If you live in a state bordering Minnesota, you must live within 50 miles or less from the primary work location to be eligible for telework.

This position provides highly advanced level research expertise for Health Care Administration (HCA). Duties include developing and executing studies of eligibility, benefit sets, health care needs, utilization, service delivery, costs, and outcomes; health disparities; and other epidemiological or demographic studies as needed by the department. The incumbent in this position also provides expertise in statistical analysis and research methodologies, to divisions throughout DHS.

Responsibilities include:

• Conceptualize, design, and carry out research and evaluation studies to fulfill DHS health care information needs.
• Prepare research reports and presentations for technical and non-technical audiences.
• Respond to internal and external requests for data and information relating to health care research.
• Ensure that research conforms to federal and state laws pertaining to human subjects research and privacy protection.
• Advise DHS staff on research methodologies, such as survey design, evaluation, and statistical methods.
• Interpret research studies and data to assist DHS management and staff in translating empirical findings into policy and program decisions.

Qualifications

Minimum Qualifications

Three years of professional research experience in health or social sciences that demonstrates:

• Statistical analysis software such as SAS and/or SQL
• Data analysis, data qualification, data transformation and interpretation, and modelling, including multiple regression techniques
• Project management, report writing and oral presentation of analysis and research results
• Computer skills sufficient to construct tables and graphs displaying data/results to facilitate data analysis or to visually report data using statistical analyses, database reports and presentation software
• Demonstrated knowledge of data warehouse use, as well as using large, complex and relational data sets for analysis
• Demonstrated familiarity with health care data such as medical claims, public health data, electronic medical records, disease registries, or vital statistics data.

Preferred Qualifications

• Master's or doctorate in health science, social science, or related discipline.
• Experience with:
  • Health services research methods or health care policy
  • DHS data and data systems including MMIS, MAXIS, and METS
• Knowledge of Minnesota public health care programs, including coverage policy and purchasing strategies
• Experience in leading staff and teams, training and coaching staff, engaging in process improvement work, performing project management, and managing relationships with customers.
