Strategic Insight, LTD is seeking a highly skilled
Navy Acquisition Data Analyst to support data-driven decision-making within Navy acquisition programs. The ideal candidate will possess deep expertise in federal procurement data systems, specifically FPDS-NG, and Foreign Military Sales (FMS) processes. This role requires transforming complex acquisition datasets into actionable intelligence through advanced data visualization, analytics, and enterprise data platforms.
Mandatory: Applicants must have an active Interim Secret DoD clearance at a minimum, with final Secret preferred.Primary responsibilities include, but are not limited to:- Extract, clean, validate, and analyze complex federal contracting data, operating primarily within the Federal Procurement Data System - Next Generation (FPDS-NG),
- Analyze and report on FMS case data, execution metrics, and financial tracking to support Navy and allied nation acquisition objectives,
- Design, develop, and maintain interactive dashboards and visual reports to communicate acquisition trends, portfolio health, and performance metrics to senior leadership,
- Leverage DoD enterprise data environments to conduct data blending, advanced quantitative analysis, and predictive modeling for acquisition portfolios,
- Translate complex data findings into clear, bottom-line-up-front (BLUF) briefings and strategic recommendations for Flag Officers, SES, Program managers, and other stakeholders, and
- Other duties as assigned.
Minimum/General/Experience:Required Skills & Experience:- Demonstrated proficiency in querying, extracting, and analyzing procurement data directly from FPDS-NG.
- Working knowledge of the Foreign Military Sales (FMS) lifecycle, funding mechanisms, and related case execution data.
- Proven ability to build compelling, user-friendly data visualizations and dashboards using industry-standard tools (e.g., Tableau, Power BI, Qlik, MS365).
- Strong understanding of the DoD/Navy acquisition lifecycle, contracting principles, and federal acquisition regulations (FAR/DFARS).
- Ability to communicate technical data concepts to non-technical military and civilian leadership.
Preferred Qualifications:- Advana / Cosmos Jupiter: Hands-on experience operating within the DoD's Advana enterprise data environment, with a specific preference for candidates experienced in utilizing Cosmos and Jupiter Notebooks for data engineering and analytics.
- Programming/Query Languages: Proficiency in Python, R, or advanced SQL for data manipulation within notebook environments.
