Summary

AC Transit is seeking a qualified Senior Financial Analyst (Financial Reporting) in the Treasury Department. Under direction of a department manager or Principal Financial Analyst, this position, using considerable journey-level professional level financial analytical skills including the supervision of lower level staff, performs difficult to complex professional level work in a variety of areas such as budget, finance, payroll, and treasury; makes recommendations on the basis of completed studies and analyses; and performs other related duties as required.

Representative Functions
• Compares and contrasts reported information against the general ledger;
• audits, analyzes, reconciles accounts related to area of assignment;
• implements necessary adjustments and/or corrections;
• reviews revenue, expenditure and balance sheet accounts;
• investigates discrepancies;
• advises appropriate individual of entry errors;
• ensures payroll entries balance to general ledger;
• reviews inventory accounts;
• prepares monthly financial statements related to area of assignment;
• develops projections for future spending;
• assists in preparing written summaries of technical analyses including memos to the General Manager and Board of Directors;
• analyzes general ledger and profit and loss;
• maintains indexes for general ledger and computer accounting record systems;
• resolves problems with reports;
• prepares monthly closing schedules;
• recommends appropriate corrections;
• compiles, analyzes and reports financial data from month-end financial reports;
• audits payroll tax deposits;
• prepares quarterly and annual payroll tax returns, miscellaneous fuel and fuel related tax returns, corresponding journal entries and sales tax returns;
• prepares and monitors department budgets;
• prepares cost estimates for budget recommendations;
• submits justifications for costs;
• prepares comprehensive and complex analytical reports;
• maintains files and records;
• develops financial forecasts and trend analyses;
• develops computerized cost allocation models to identify cost of District bus routes and evaluate financial impacts and designs staffing financial planning models;
• analyzes and verifies monthly financial reports related to area of assignment;
• ensures accurate general ledger reporting and data entry of manually generated journal entries;
• maintains filing systems for reference materials;
• monitors accurate filing of ledgers;
• maintains contact with District personnel as well as Federal, State, and local transit officials;
• builds and maintains positive working relationships with co-workers, other District employees and the public using principles of good customer service;
• analyzes budgetary, financial, and statistical data and make recommendations on the basis of conclusions derived from such analyses;
• examines supporting documents/records to establish proper authorization with agreements, contracts, grants, and state and federal regulations;
• communicates effectively both orally and in writing;
• prepares computerized reports and spreadsheets;
• supervises assigned lower level clerical employees;
• provides functional direction to lower level financial analysts.
Minimum Qualifications

Education/Training: Equivalent to a Bachelor's degree from an accredited college or university with major course work in accounting, finance, economics, business administration, or a related field.

Experience: Three years progressively responsible professional experience in accounting, finance, budgeting, including three years experience in the development and use of financial or budgeting systems and reports, financial analysis, and other aspects of accounting.

Pension: All AC Transit employees participate in a lifetime defined benefit pension. All employees hired on or after January 1, 2020, may be in the District's Tier II pension plan covered by the Public Employees' Pension Reform Act of 2013 (PEPRA). As such, he/she may be required to contribute a small portion of annual income towards the cost of his/hers District pension.
