The NYC Department of Design and Construction's Division of Project Controls seek a Senior Estimator. Under general direction, with very wide latitude for independent judgment and initiative, the candidate will review drawings, maps, schedules, cost estimates, construction documents, plans, and specifications. The candidate will conduct cost estimating reviews, investigations, and analyses of project issues, including review of historical cost data, market research, field studies, and data analysis, contributing to the design, execution, and interpretation of cost estimates and related analyses.

The candidate will advance project controls best practices by liaising with stakeholders including project managers, estimators, schedulers, technologists, design consultants, and other Agency staff through design and construction kick-off meetings, project controls workshops, and field visits. The candidate will support the integration of schedules, risk, and cost, including development and review of schedules, risk management efforts, and bid analysis, and will research innovative technologies for cost controls practice, such as BIM, advanced quantity takeoff tools, and analytics.
Cost estimates cover general construction and other trade disciplines, such as mechanical, electrical, and plumbing, as required. The candidate is expected to follow the unit's project controls procedures when reviewing estimates. Support is required during all project phases, including front-end planning and construction, which may involve periodic field visits. The candidate will review and analyze construction bids, and track and report unit production rates and pricing data to feed into DDC databases.

The candidate will supervise essentially independent cost estimating and analysis efforts on major projects, evaluating methods, procedures, and data obtained from project controls reviews. The candidate will maintain records, write reports, and prepare presentations using automated tools. The candidate will coordinate with other project controls specialists, may supervise junior staff, and will guide them in resolving project controls issues, while assisting in coordinating the unit's efforts with other agencies and studying emerging practices in the field.

Qualifications

1. For Assignment Level I (only physical, biological and environmental sciences and public health) A master's degree from an accredited college or university with a specialization in an appropriate field of physical, biological or environmental science or in public health.
To be appointed to Assignment Level II and above, candidates must have:
1. A doctorate degree from an accredited college or university with specialization in an appropriate field of physical, biological, environmental or social science and one year of full-time experience in a responsible supervisory, administrative or research capacity in the appropriate field of specialization; or
2. A master's degree from an accredited college or university with specialization in an appropriate field of physical, biological, environmental or social science and three years of responsible full-time research experience in the appropriate field of specialization; or
3. Education and/or experience which is equivalent to "1" or "2" above. However, all candidates must have at least a master's degree in an appropriate field of specialization and at least two years of experience described in "2" above. Two years as a City Research Scientist Level I can be substituted for the experience required in "1" and "2" above.

Appointments to this position are subject to a minimum probationary period of one year.
