Summary: Summit Midstream is seeking a Senior Environmental Permitting & Compliance Specialist to manage multi-media environmental programs across our operating footprint in Colorado, North Dakota, New Mexico, Texas, and Oklahoma. This role blends strategic agency permitting, with hands-on operational support for gathering pipelines, compressor stations, and natural gas processing plants. The primary technical focus is navigating Colorado's complex air regulatory framework while driving multi-state compliance across air, water, and waste programs.
Principal Duties & Responsibilities Air Quality Permitting & Compliance
- Colorado Air Permitting: Lead the development and submittal of complex air permit applications (Construction, Title V, Synthetic Minor) via CDPHE APCD systems.
- Multi-State Air Compliance: Interpret and implement compliance programs for evolving state and federal rules (NSPS OOOO/a/b/c, EG OOOOc, MACT, Title V) across assets in CO, ND, NM, TX, and OK.
- Emissions Modeling & Reporting: Oversee facility operating data collection and run technical emission models. Compile and submit APENs, Title V certifications, state midstream reports, and GHG Reporting Program (GHGRP) submittals.
- Methane & GHG Management: Manage LDAR and Optical Gas Imaging (OGI) programs. Maintain compliance with CDPHE Regulation 7 (Part B, Section VII) Midstream Fuel Combustion Equipment (MFCE) requirements and coordinate emission reduction strategies.
- Testing & Field Audits: Schedule and manage stack testing and engine emissions sampling. Oversee site multi-media audits to ensure compliance with air permits, SPCC plans, and Clean Water Act standards.
Water, Waste, & Operational Integration
- Spill Response & SPCC: Direct response protocols, agency notifications, and remediation for releases. Perform mandatory facility inspections and update SPCC plans and SWPPP permits.
- Regulatory Liaison: Serve as the primary representative during state/federal inspections, audits, environmental justice inquiries, and compliance investigations.
- Operations & HSE Training: Partner with field operations and engineering to review draft permits for operational feasibility. Develop and deliver compliance training to field personnel to ensure seamless recordkeeping.
Qualifications & Requirements - Education: B.S. or B.A. in Environmental Science, Environmental Engineering, Chemical Engineering, or a related technical degree.
- Experience: 8 to 10 years (minimum of 5+ years) of progressive environmental compliance experience in the oil and gas sector (midstream gathering and processing preferred).
- Technical Skills: Proven expertise in CDPHE air permitting and regulations (Reg 7, APENs). Direct experience with federal Clean Air Act programs, SPCC, and SWPPP compliance. Proficiency in Microsoft Excel (advanced modeling) and Environmental Management System software (Intelex ACTS preferred).
- Interpersonal Skills: Strong written and verbal communication skills; ability to articulate technical permitting strategies to executive leadership and coach field operations personnel.
Physical Demands & Working Conditions - Work Environment: 70% Office-based (Houston, TX), 30% Field-based travel (primarily to Colorado facility and pipeline locations). Summit has a 2-days from home, 3-days in the office hybrid work policy.
- Field Requirements: Ability to work outdoors in inclement weather, navigate uneven terrain/steep grades, stand/walk for extended periods, and perform light to moderate physical labor as required during audits and inspections.
- Schedule: Occasional night, weekend, or holiday work required during operational emergencies or regulatory deadlines.
