Full Job Description
Position Summary: The Office of Student Enrollment (OSE) manages admissions, enrollment, and transfers for students in New York City Public Schools (NYCPS) Early Childhood programs, 3-K through grade 12 , including District 75 schools. Additionally, the office oversees 12+ sites consisting of Family Welcome Centers (FWCs), and Family Resource Centers (FRCs), and a call center, which are family-facing offices that conduct enrollment transactions and provide community-based support to families. OSE designs and implements enrollment and admissions policies and processes that provide all students with access to high - quality public schools. OSE also has teams dedicated to supporting our most vulnerable students, including students with disabilities, students in temporary housing, foster care, and other special populations.

The Senior Director will oversee Summer Rising admissions from start to finish. The Senior Director serves in a leadership role in the development and implementation of policy directives, the analysis and interpretation of data, and the i mplementation of procedural initiatives related to enrollment and admissions. The Senior Director is responsible for ensuring that all issues related to enrollment and admissions are addressed in a timely manner and in accordance with applicable policies, procedures, and regulations NYCPS. Areas of responsibility include raising and addressing process and policy issues, resolving stakeholder and parent inquiries, and considering ways to improve practices to better serve families. Performs related work.

Reports to: Executive Director, Research, Analytics, and Policy

Direct Reports: Summer Rising Project Manager

Key Relationships: This role requires close engagement with others on the Research, Analytics, and Policy team, and with teams across the Office of Student Enrollment, including admissions teams, Family Welcome Centers, and the Strategy team. This role will also require collaborative partnerships with various offices across the NYCPS, including the Chief Operations Officer's Office and the Research and Policy Support GroupThis role also requires close collaboration with the Department of Youth & Community Services (DYCD).

RESPONSIBILITIES

Enrollment/ Admissions Process Management

  • Manages all aspects of Sumer Risi ng admissions and enrollment, requiring deep understanding of the matching algorithm used for admissions.
  • Evaluates and enhances all existing admissions policies and procedures, not only to achieve optimal efficiency but also to attain maximum equity and transparency.
  • Ensures timely and appropriate responses to inquiries from other central offices, Superintendents' teams , schools, Community Education Councils (CEC), advocacy organizations , and community stakeholders.
  • Analyzes and proposes solutions to addre ss disparities in policies and processes across student types, or districts/boroughs .
  • Serves as the primary resource for school and DYCD staff inquiries regarding enrollment, admissions, and choice processes.
  • Works in collaboration with the respective Directors and Executive Directors of Family Welcome Centers to resolve placement disputes and parent inquiries.
  • Manages all aspects of the central enrollment team's customer service.
  • Builds a strong understanding of MySchools, NYCPS' school application portal, and considers ways in which to utilize MySchools to serve policy needs.
  • Directs and participates in studies and evaluations in order to determine the admissions needs related to Summer Rising.
  • Uses data to assess the impacts of policies when considering adjustments
  • Supports with the creation of a toolkit of key summary information for each admissions process, to facilitate responding to ad hoc requests and collaborating wit h external researchers.
  • Oversees the maintenance of publicly available admissions data, ensuring ongoing transparency and accessibility on the website.
  • Monitors community-led initiatives related to admissions processes, assessing their potential impact on student access to schools.


Engagement/Outreach

  • Oversees the development of all proactive outreach to families, including emails and flyers.
  • Develops and administers training sessions for a variety of stakeholders.
  • Represents OSE with NYCPS and DYCD leadership, City Council, and other key stakeholders.
  • Designs various other presentations and professional development materials.
  • Ensures family-facing materials and webpages are accurate and translated in all NYCPS languages.
  • Identifies ways in which to streamline support to families by facilitating greater efficiency across team resources.
  • Engages with advocates and other key stakeholders to support customer service and issues resolutions.


Qualification Requirements:

Minimum

  • A master's degree from an accredited college in economics, finance, accounting, business or public administration, human resources management, management science, operations research, organizational behavior, industrial psychology, statistics, personnel administration, labor relations, psychology, sociology, human resources development, political science, urban studies, or a closely related field, or a Juris Doctor degree from an accredited law school and two years of satisfactory full-time professional experience, for educational program(s) and/or institution(s) in one or a combination of the following: working with the budget of a large public or private concern in budget administration, accounting economic or financial administration, fiscal or economic research; management or methods analysis, operations research, organizational research or program evaluation; educational, personnel or public administration, recruitment, position classification, personnel relations, labor relations, employee benefits, staff development, employment program planning/administration, labor market research, economic planning, fiscal management, or a related area, 18 months of this experience must have been in an executive, managerial, administrative, consultative or supervisory capacity. Supervision must have included supervising staff performing professional work in the areas described above; or
  • A baccalaureate degree from an accredited college and four years of satisfactory full-time professional experience as described in "1" above, including the 18 months of executive, managerial, administrative, consultative or supervisory experience described in "1" above; or
  • Education and/or experience equivalent to "1", or "2" above. Graduate education in areas other than those mentioned above, may be substituted for the professional experience, but not for the 18 months of managerial experience described in "1" above, at the rate of 15 graduate semester credits from an accredited college or university for 6 months up to a maximum of 1 year of professional experience. However, all candidates must possess a baccalaureate degree from an accredited college and 18 months executive, managerial, administrative, consultative or supervisory experience, as described in "1" above.

    Salary : $130,151

    (Internal candidates who are selected for this position and who currently hold comparable or less senior positions within the DOE will not earn less than their current salary.)
