Full Job Description
Position Summary: The Office of Student Enrollment (OSE) manages admissions, enrollment, and transfers for students in New York City Public Schools (NYCPS) Early Childhood programs, 2- K through grade 12, including District 75 schools. Additionally, the office oversees 12+ sites consisting of Family Welcome Centers, and a call center, which are family facing offices that conduct enrollment transactions and provide community based support to families. OSE designs and implements enrollment and admissions policies and processes that provide all students with access to high quality public schools. OSE also has teams dedicated to supporting our most vulnerable students, including students with disabilities, students in temporary housing, foster care, and other special populations.

The Enrollment Research, Analytics, and Policy (ERAP) team manages research and analysis for all admissions processes and collaborates across the NYCPS to provide enrollment related data and research support. This includes analyzing enrollment trends and projecting future enrollment.

Under administrative direction, the Senior Director of Forecasting and Strategic Initiatives plans, develops, and directs major research and analytical initiatives related to student enrollment, admissions, capacity planning, and policy implementation. The position leads the development of systemwide enrollment projections, oversees complex analytical projects, provides strategic guidance to senior leadership, directs the research agenda of team members, and coordinates research efforts across multiple NYCPS divisions and external stakeholders to support organizational priorities and operational decision making. Reports to: Executive Director of Enrollment Research, Analytics, and Policy

Direct Reports: Director, Class Size Analyst

Key Relationships : Works closely with OSE Executive Directors, Senior Directors, Project Managers, and Community Coordinators. Closely collaborates with the Division of Operations and Finance under Deputy Chancellor of Operations, Office of District Planning (ODP), Office of Space Management (OSM), and the Division of Inclusion and Accessible Learning on Register Projections, Class Size implementation, and other special projects, which are jointly managed by multiple stakeholders.

Responsibilities

Enrollment Projections and Forecasting

  • Direct the annual development of systemwide register (enrollment) projections for NYCPS schools by grade and funding category using statistical models, historical analyses, and emerging enrollment trends.
  • Evaluate forecasting methodologies and model performance and recommend improvements to projection processes and analytical approaches.
  • Lead cross functional planning and forecasting efforts with partner offices across NYCPS, ensuring alignment on methodologies, assumptions, timelines, and implementation.
  • Develop analytical reports, dashboards, presentations, and decision support tools to inform school, district, and central office planning.
  • Provide strategic guidance regarding enrollment policy implementation, capacity planning, and equity of access considerations.
  • Oversee the development of seat availability analyses and enrollment management systems supporting ongoing admissions and over the counter enrollment.
  • Direct the development and refinement of District 75 enrollment projection methodologies in collaboration with agency partners.


Research Leadership and Strategic Initiatives

  • Plan and direct research initiatives related to enrollment trends, school capacity, admissions outcomes, and operational effectiveness.
  • Lead analytical work supporting implementation of state class size requirements, including modeling scenarios, evaluating impacts, and developing evidence based recommendations.
  • Provide leadership and technical direction to research and analytical staff and coordinate work across multiple functional teams.
  • Represent OSE in internal and external meetings, working groups, and research collaborations related to enrollment, planning, and policy implementation.
  • Collaborate on the design, analysis, and implementation of admissions systems enhancements, including the integration of District 75 admissions into MySchools.
  • Present findings, recommendations, and strategic analyses to NYCPS leadership and other stakeholders.


Qualification Requirements:

Minimum

  • A doctorate degree from an accredited college or university with specialization in an appropriate field of physical, biological, environmental or social science and one year of full-time experience in a responsible supervisory, administrative or research capacity in the appropriate field of specialization; or
  • A master's degree from an accredited college or university with specialization in an appropriate field of physical, biological, environmental or social science and three years of responsible full-time research experience in the appropriate field of specialization; or
  • Education and/or experience which is equivalent to "1" or "2" above. However, all candidates must have at least a master's degree in an appropriate field of specialization and at least two years of experience described in "2" above. Two years as a City Research Scientist Level I can be substituted for the experience required in "1" and "2" above.

    Experience manipulating large datasets using Stata (preferred), SPSS, SAS, R, Python, or other statistical/data management programming languages.

    In addition to meeting the minimum requirements, individuals must have two additional years of relevant work experience.

    • Experience communicating analyses to non-researchers or non-analysts.
    • Strong interpersonal skills in dealing with education and non-education personnel, who are internal and external to the NYCPS.
    • Ability to thrive in and enjoy working in a team oriented, high pressure environment.
    • Knowledge of New York City's educational landscape and policies, and of NYCPS's rules and regulations, including Chancellor's Regulations .


    Salary : $126,000 - $130,151

    (Internal candidates who are selected for this position and who currently hold comparable or less senior positions within the DOE will not earn less than their current salary.)
