This is a hybrid role with a mix of in-office and remote work. Work arrangements will be discussed with hiring managers per departmental guidelines.

Your Role

Reporting to senior leadership, this position is integral to the Legal Services senior management team. You will be responsible for developing, implementing and supporting health and safety, crisis management, environmental (loss control / risk management) and sustainability strategies. You will also develop and maintain working relationships with industry peers handling similar issues. You will facilitate the integration of health, safety, crisis management and environmental issues into management and union practices as well as daily business operations. You will participate in and influence legislative and regulatory changes regarding health, safety and environment that apply to and may affect CBC/Radio-Canada. In addition, you will ensure the implementation and co-ordination of national emergency preparedness, business continuity and corporate security policies, standards and procedures across all areas of CBC/Radio-Canada.

In this role, you will manage a team of nine direct reports.

This position can be based in Montreal, Toronto or Ottawa.

Key Responsibilities
  • Define corporate strategies and establish objectives and priorities pertaining to health, safety, environment and sustainability. Develop, implement and evaluate policies, programs, procedures and guidelines in consultation with line management.
  • Oversee the development and management of the crisis management portfolio for CBC/Radio-Canada which includes emergency preparedness, business continuity and corporate security. Ensure effective co-ordination across all components so that coherent plans and contingencies are established and updated as required.
  • Develop, establish and maintain procedures to monitor or evaluate compliance with applicable legislation and regulations, as well as CBC/Radio-Canada policies and procedures governing health, safety, environment and crisis management systems.
  • Develop, establish and maintain a hazard identification, assessment and control program in accordance with legislated and regulatory requirements, taking operational needs into consideration.
  • Facilitate the effective operation of the joint union/management Health and Safety Policy Committee and local workplace committees for CBC/Radio-Canada.
  • Define health, safety and environment training requirements; determine course content; and, in consultation with line management and L&D, identify appropriate resources, target audiences and delivery methods. Plan and monitor the corporate training budget for health, safety and environment. Establish training budget allocations across all components.
  • Determine and oversee the management of health, safety, environment and crisis management resources to provide professional and technical advice, guidance, consultation, research, planning and monitoring services.
  • Promote health, safety, crisis management, sustainability and environment objectives and programs among CBC/Radio-Canada personnel. Represent CBC/Radio-Canada in liaising with ESDC, public security authorities, Environment and Climate Change Canada, and other external organizations on health, safety, environment and crisis management matters.
  • Prepare quarterly and annual reports to review the CBC/Radio-Canada health, safety and environment systems and activities. Track and summarize legislative/regulatory changes and identify their impact on CBC/Radio-Canada.
  • Actively participate in internal and external health and safety committees, as needed, to ensure CBC/Radio-Canada's health and safety priorities are effectively represented.
  • Establish and maintain procedures to ensure effective internal and external communications regarding CBC/Radio-Canada policies, procedures, activities and performance related to health, safety, environment and crisis management. Oversee the maintenance of all CBC/Radio-Canada documentation dedicated to health, safety, environment and crisis management. Develop, organize, prepare and present information sessions on health and safety policies, procedures and guidelines.


What You Bring
  • Bachelor's degree in Occupational Health & Safety, Environmental Sciences, Business Administration, engineering, or a related discipline, or an equivalent combination of education and relevant work experience.
  • 15+ years of professional experience in a senior health and safety role.
  • 5 years of experience managing professional and technical staff, preferably within large, complex organizations.
  • Active Canadian Registered Safety Professional (CRSP), Environmental Professional (EP) or Associate Business Continuity Professional (ABCP) designation an asset.
  • Experience managing professional and technical staff, preferably within large, complex organizations.
  • Fluent bilingualism (English/French).
  • Ability to manage multiple, competing priorities under pressure to meet tight deadlines and urgent requests.
  • Ability to provide clear, concise recommendations, analytical insights and interpretations of complex matters to senior management.
  • Strong analytical skills, sound judgment and schedule flexibility to serve diverse internal stakeholders and adapt to changing environments.
  • Excellent interpersonal and negotiation skills.
  • Excellent verbal and written communication skills, with the ability to engage and collaborate with stakeholders across multiple departments.
  • Ability to stay current on legislation and regulations governing health, safety and environment, as well as industry best practices and modern management principles.
  • Practical knowledge of federal or provincial health, safety and environment legislation an asset.
  • Experience managing health and safety requirements for large-scale international events an asset.
  • Valid driver's license required.
  • Occasional travel is required.
