Purpose

The Senior Delivery Manager, Enterprise Delivery Office supports Director-level leadership in the end-to-end management of projects within the Enterprise Delivery Office (EDO) OCIO portfolio. This role is accountable for leading project execution, coordination across workstreams, risk and issue management, and delivery governance. The Senior Manager partners closely with business, technology, and external vendors to ensure programs are delivered within scope, timeline, and budget, while progressively maturing delivery practices and ways of working.

Accountabilities
  • End-to-End Delivery Leadership: Lead planning, execution, and delivery of project initiatives within the OCIO portfolio, ensuring outcomes are delivered within approved scope, timelines, budget, and quality expectations.
  • Integrated Planning, Governance & Reporting: Develop and manage integrated delivery plans, milestones, RAID logs, dependencies, financials, and executive-level status reporting to support effective governance and decision-making.
  • Stakeholder, Partner & Vendor Management: Coordinate across business, technology, delivery partners, and external vendors to align priorities, manage expectations, resolve dependencies, and support successful delivery outcomes.
  • Risk, Issue, Change & Controls Management: Proactively identify, manage, and escalate risks, issues, scope changes, and control requirements, ensuring mitigation plans, trade-off decisions, and compliance obligations are clearly understood and actioned.
  • Delivery Practice Maturity & Team Enablement: Support Agile, hybrid, or waterfall delivery practices; contribute to continuous improvement of delivery standards; and coach project managers and analysts to strengthen team capability and collaboration.
  • Values, Conduct & Risk Culture: Promote effective operations aligned with the Bank's risk appetite, risk culture, Values, Code of Conduct, and operational risk expectations.

Required Experience/ Skill Set
  • Bachelor's degree in Business, Technology, Project Management, or equivalent experience
  • 7+ years of project or program management experience, preferably within financial services or large enterprises with specific experience in OCIO
  • Experience leading technology and/or business delivery initiatives in large, complex organizations, preferably within financial services or OCIO environments.
  • Hands-on experience with Agile, hybrid and waterfall delivery methodologies
  • Demonstrated ability to manage complex delivery plans, dependencies, and risks
  • Knowledge of IT regulatory and compliance requirements in the financial industry
  • Good understanding of the risk management 3 lines of defense framework and experience managing multiple audit and regulatory related projects within the framework all the way through to closure and submission to external regulators
  • Experience supporting large technology or business transformation initiatives
  • Strong communication and stakeholder management skills
  • Analytical and data-driven approach to decision-making
  • Exposure to enterprise delivery frameworks and governance models
  • PMP, ACP, or equivalent certification preferred
  • Ability to operate effectively in a fast-paced, evolving environment
