Position Overview:

The Department of Healthcare and Family Services is seeking to hire a Senior Data Project Manager to lead the Department's strategy and execution behind modernizing how state agencies, particularly health and human service agencies, share data by breaking down technical and bureaucratic barriers. The Senior Data Project Manager will shape how agencies collaborate to share data and advance the goal of better connecting individuals to programs.

The ideal candidate will be able to translate complex data challenges into meaningful real-world impact and thrive at the intersection of technology and policy. They will demonstrate exceptional verbal and written communication skills, as well as strong presentation abilities. This individual collaborates effectively with stakeholders to understand business needs, identify cross-functional dependencies, and recommend process improvements. A strategic thinker with an enterprise-wide perspective, the candidate will pair broad organizational insight with strong analytical skills.

We provide healthcare coverage for children and adults through Medicaid and other medical programs, and we help ensure that children receive financial resources from both their parents through Child Support Services. The HFS Office of the Inspector General investigates, audits and reviews program activity to ensure the integrity of our programs is maintained.

Essential Functions

  • Serves as the Senior Data Project Manager at the Illinois Department of Healthcare and Family Services (HFS)
  • Serves as key point of contact for DoIT EPMO to ensure completion and submission of required governance documents in accordance with DoIT's IT Governance Process
  • Develops detailed, comprehensive short- and long-term plans and documentation for data projects in accordance with industry-best practices
  • Allocates resources and manage changes to project scope, schedules, costs
  • Tracks and reports project performance for each sprint, including but not limited to daily action items and KPIs, to ensure all projects are delivered on time, within scope and within budget
  • Works collaboratively with stakeholders and System Strategy staff on problem resolution and risk mitigation strategies
  • Reviews and develops recommendations for business processes, systems, and organizational structures to support continuous improvement and change management efforts
  • Performs other duties as required or assigned which are reasonably within the scope of the duties enumerated above


Minimum Qualifications

  • Requires knowledge, skill, and mental development equivalent to completion of four (4) years of college, preferably with courses in business, public administration, computer science, information technology, or other related fields
  • Requires prior experience equivalent to four (4) years of progressively responsible administrative experience in a public or business organization or management information systems


Preferred Qualifications

  • Seven (7) years of progressive experience in data management or data strategy, with at least three (3) years in a senior or lead capacity overseeing complex, multi-stakeholder initiatives
  • Five (5) years of experience in data governance frameworks, including the development of data dictionaries, data stewardship models, and data quality programs
  • Two (2) years of experience leading the creation of data sharing agreements or interagency data exchange projects, preferably in a healthcare context
  • Two (2) years of experience with interoperability standards and protocols, including HL7 FHIR, APIs, and master data management (MDM)
  • Two (2) years of experience navigating federal and state data privacy and security requirements

  • Requires the ability to utilize and maintain state issued equipment such as a laptop
  • This position has been found to meet the requirements in section 4A-101 of the Illinois Governmental Ethics Act requiring the occupant/employee to file a Statement of Economic Interest. The Illinois Governmental Ethics Act (5 ILCS 420/4A et seq.) requires certain state officials and employees to file annual Statements of Economic Interest with the Office of the Secretary of State that will be made available for examination and copying by the public. All employees required to file a Statement of Economic Interest are also required to file the Supplemental Statement of Economic Interest with the Executive Ethics Commission. (See Executive Order 15-09) Fines and penalties apply to untimely filings
  • Certain provisions of the revolving door restrictions contained in 5 ILCS 430/5-45 apply to this position. As a result, the employee should be aware that if offered non- State employment during state employment or within one year immediately after ending State employment, the employee shall, prior to accepting any such non- State employment offer, notify the Office of the Executive Inspector General for the Agencies of the Illinois Governor (OEIG) or may be subject to a fine
