Position Overview

The Cryptographic Modernization Systems Engineering Analyst supports the Department of Defense Chief Information Officer (DoD CIO) under the Booz Allen Hamilton CS Enhancement Task Order. This position provides direct support to Department of Defense cryptographic modernization initiatives, enterprise key management programs, and cybersecurity policy development efforts that strengthen the protection, management, and distribution of enterprise cryptographic capabilities across the Department.

This position is primarily onsite at the Pentagon in Arlington, Virginia (4-5 days per week) and requires close collaboration with government leadership, technical subject matter experts, acquisition organizations, and enterprise stakeholders. The successful candidate will serve as a trusted systems engineering and technical advisor responsible for conducting technical assessments, coordinating enterprise-wide data calls, analyzing complex technical information, and developing executive-level recommendations that support Department-wide cybersecurity modernization efforts.

The ideal candidate is a proactive, self-motivated professional who is comfortable working independently and demonstrates the initiative to identify, assess, and execute tasks with minimal supervision. This individual must be capable of coordinating activities across geographically dispersed organizations while confidently communicating technical information and recommendations to senior military officers, civilian executives, and technical leadership. Strong analytical abilities, exceptional technical writing skills, attention to detail, and the ability to translate complex technical and policy information into actionable recommendations are essential for success in this role.

Key Responsibilities

• Support Department of Defense cryptographic modernization, key management, and enterprise cybersecurity initiatives.
• Plan, develop, coordinate, execute, and analyze enterprise-wide data calls, ensuring timely collection, validation, and consolidation of information from multiple organizations.
• Analyze data call responses, identify trends, technical impacts, resource requirements, schedule implications, and potential risks affecting modernization initiatives.
• Conduct systems engineering assessments and technical evaluations supporting enterprise cybersecurity, cryptographic modernization, and key management programs.
• Research and evaluate guidance from the National Defense Authorization Act (NDAA), Office of Management and Budget (OMB), Joint Staff, National Security Agency (NSA), National Institute of Standards and Technology (NIST), and other governing organizations.
• Develop systems engineering recommendations supporting Key Management Infrastructure (KMI), Key Management Enterprise (KME), Communications Security (COMSEC), and related Department of Defense modernization efforts.
• Coordinate activities across DoD CIO organizations, DISA, NSA, USCYBERCOM, Military Departments, acquisition program offices, and other government stakeholders to synchronize modernization efforts.
• Prepare executive briefings, technical reports, white papers, decision papers, presentations, and strategic communications supporting senior government leadership.
• Develop and review technical and administrative documentation to ensure alignment with Department of Defense policies, modernization strategies, and leadership priorities.
• Participate in technical working groups, systems engineering reviews, policy discussions, and cross-functional planning meetings.
• Provide timely status updates, communicate risks and issues, and proactively identify opportunities to improve mission execution.
• Adhere to all company policies, including timekeeping, attendance, reporting requirements, and professional standards while representing SASSI and Booz Allen Hamilton in a professional manner.

Qualifications

Required:

• U.S. Citizenship.
• Active Top Secret / Sensitive Compartmented Information (TS/SCI) clearance.
• Bachelor's degree in Engineering, Computer Science, Information Technology, Cybersecurity, Systems Engineering, Mathematics, Physics, or another related technical discipline with 14 years of relevant experience; OR a Master's degree in a related technical discipline with 12 years of relevant experience..
• Demonstrated experience supporting Department of Defense cryptographic modernization initiatives, including Post-Quantum Cryptography (PQC) transition
• efforts, cryptographic policy, enterprise key management, encryption modernization, or related cybersecurity modernization programs.
• Working knowledge of DoD cryptographic modernization strategies, emerging Post-Quantum Cryptography (PQC) standards, cryptographic lifecycle management, and the operational impacts of transitioning enterprise systems to quantum-resistant cryptographic solutions.
• Experience supporting Department of Defense, Federal Government, or Intelligence Community organizations.
• Experience conducting systems engineering assessments, technical analysis, enterprise modernization initiatives, or cybersecurity engineering activities.
• Strong analytical and critical thinking skills with the ability to interpret complex technical, engineering, and policy guidance.
• Experience coordinating technical efforts across multiple organizations and stakeholders.
• Experience developing executive briefings, white papers, technical reports, presentations, and decision support materials.
• Excellent written and verbal communication skills with experience supporting senior government leadership.
• Demonstrated ability to work independently, manage competing priorities, and proactively identify and resolve technical or programmatic issues..

Preferred:

• Experience supporting Department of Defense cryptographic modernization initiatives, including Post-Quantum Cryptography (PQC), cryptographic agility, quantum-resistant encryption, enterprise key management, or related modernization efforts.
• Working knowledge of Key Management Infrastructure (KMI), Key Management Enterprise (KME), Communications Security (COMSEC), Public Key Infrastructure (PKI), cryptographic key lifecycle management, or enterprise encryption technologies.
• Familiarity with NIST Post-Quantum Cryptography (PQC) standards, NSA Commercial National Security Algorithm Suite (CNSA) guidance, National Manager directives, or other federal cryptographic modernization policies.
• Experience supporting the Department of Defense Chief Information Officer (DoD CIO), Defense Information Systems Agency (DISA), National Security Agency (NSA), U.S. Cyber Command (USCYBERCOM), Military Departments, Joint Staff, or other enterprise-level DoD organizations.
• Experience coordinating enterprise-wide data calls, collecting and analyzing technical information, developing executive summaries, and presenting findings to senior leadership.
• Experience supporting enterprise architecture, Model-Based Systems Engineering (MBSE), systems engineering, cybersecurity engineering, or enterprise integration initiatives.
• Experience conducting technical assessments, impact analyses, risk evaluations, requirements analysis, or systems engineering reviews supporting enterprise modernization efforts.
• Experience developing executive briefings, white papers, decision papers, technical reports, strategic communications, or other products for senior military or civilian leadership.
• Familiarity with Department of Defense acquisition processes, capability development, technology transition, or enterprise systems integration activities.
• Knowledge of cybersecurity frameworks and guidance including Zero Trust, Risk Management Framework (RMF), NIST Cybersecurity Framework (CSF), NIST SP 800-53, or related federal cybersecurity standards.
• Experience supporting cross-functional working groups, governance boards, Integrated Product Teams (IPTs), or senior-level technical forums involving multiple stakeholders.
• Strong understanding of cloud computing, enterprise networking, secure communications, systems integration, and cybersecurity principles supporting mission-critical environments.
• Professional certifications such as CISSP, SecurityX (formerly CASP+), CISM, PMP, TOGAF, INCOSE ASEP/CSEP, or other systems engineering, cybersecurity, or enterprise architecture credentials.
