The Position Under direction, provides lead direction in planning, scheduling, assigning and reviewing the work of employees engaged in the maintenance of mechanical metering equipment, as well as those directly involved in the administration of East Bay Municipal Utility District's (EBMUD's) backflow prevention and cross-connection program; implements and administers the backflow prevention and cross-connection control program; performs the most complex and/or high exposure inspections on plumbing systems to evaluate for potential cross-connections that can contaminate the public water system; implements and enforces backflow and cross-connection regulations of potable and recycled water systems; conducts and oversees cross-connection survey work of the potable or recycled water systems; coordinates the inspecting, testing, installing, and repairing of backflow prevention devices, water meters, and meter related equipment; establishes file and document control systems and maintains a variety of records, files, and documentation.
This is a senior level classification. The Senior Cross-Connection Specialist/Meter Technician leads and provides work direction for staff specializing in cross-connection inspection and testing, as well as repair and testing of backflow prevention devices and water meters. Individuals in this class perform the more advanced and complex assignments. This class is distinguished from the Meter Repair and Testing Supervisor in that the latter has overall responsibility for the planning and direction of cross-connection inspection and testing and the backflow prevention program in addition to meter inspection, testing and repair activities.
Typical duties include:
• Planning, scheduling, assigning, reviewing, training, and assisting employees engaged in repairing water meters; in maintaining, repairing, and testing backflow prevention devices; and in the inspection of potential cross-connections.
• Coordinating and administering EBMUD's backflow programs to comply with the regulatory requirements of the Cross-Connection Control Policy Handbook (CCCPH) from the California State Water Resources Control Board and EBMUD requirements.
• Providing technical advice to customers and EBMUD personnel concerning backflow programs.
• Performing and overseeing the performance of cross-connection surveys to determine degree of hazards; performing and overseeing the performance of cross-connection testing to determine if the consumers' internal plumbing is cross-connected to an alternate source.
• Performing and overseeing the performance of skilled water meter and backflow device repair work; locating, inspecting, testing, maintaining, and repairing meters and backflow devices in the field.
• Performing annual inspections and shutdown tests for sites with recycled water as required by Title 22.
• Advising consumers on EBMUD cross-connection control ordinance and regulations; making decisions on shut-off notices.
• Maintaining accurate records of cross-connection surveys, inspections, and tests and repairs of backflow devices.
• Maintaining an approved list of outside certified backflow testers.
• Determining, requisitioning, and maintaining a supply of replacement parts and supplies necessary for the repair and testing of backflow devices and water meters; calibrating EBMUD test equipment; ensuring test equipment is properly maintained.
• Coordinating and assisting with large tap authorizations and fire service flushes.
• Contacting customers to plan shutdowns and to schedule backflow device and water meter repairs and testing as assigned.
• May act in the absence of the Meter Repair and Testing Supervisor.
• Performing other related duties as required.
The ideal candidate will have broad cross-connection and inspection experience; familiarity with utilities and recycled water operations; excellent customer service skills; a strong background in meter maintenance and testing practices; and the ability to work independently and effectively in the field with minimal supervision.
The salary range is $10,503 per month increasing to $11,028, $11,579, and $12,158 after 12, 24, and 36 months, respectively.
Requirements 1. Possession of a high school diploma or its equivalent; AND
2a. Three (3) years of experience as a skilled meter mechanic, which has included the adjustment/installation of backflow prevention devices; or,
2b. Two (2) years of experience performing cross-connection inspections; or,
2c. One (1) year of experience as a Cross-Connection Specialist with EBMUD.
3. Must possess and maintain a California approved certificate that demonstrates competency as a backflow prevention device tester.
4. Must possess and maintain a California approved certificate that demonstrates competency as a cross-connection control specialist.
5. Must possess both a valid California driver's license and a satisfactory driving record.
Must possess the physical characteristics to perform the critical and important duties of the class. Must be willing to work outdoors in a variety of weather conditions and work overtime as needed. May be required to be clean shaven as required to wear respiratory protection equipment.

2. Candidates must achieve a passing score on each test part in order to advance to the next step in the selection process.
3. All qualified applications and supplemental responses will be competitively evaluated, with those candidates receiving a passing score to be invited to a panel interview.
4. Successful candidates will be placed on the hiring list, based on rank, for further consideration to fill the current regular vacancy, as well as others occurring over the next 12 to 24 months.
5. The probation period for this position is 12 months. For those holding civil service status the probation period is 6 months.
