COMPENSATION

Annual Pay Range: $130,569.90 - $166,789.63

Hourly Pay Range: $62.773988 - $80.187321

Salary offers will be made within the posted pay range and will be based on candidate's experience (paid or unpaid) that is directly relevant to the position.

Clackamas County Department of Transportation & Development is seeking a motivated, self-directed individual with strong communication and interpersonal skills to join our Transportation Engineering & Construction team as a Senior Civil Engineer. If selected for this position, your main focus will be on planning, organizing, coordinating and overseeing the design, construction and inspection of the most complex transportation construction capital improvement projects. Additionally, you will have an opportunity to demonstrate your strong leadership skills as you will be responsible for leading and coordinating the work of assigned personnel or contracted services specifically within the Transportation Engineering & Construction program.

Required Minimum Qualifications/Transferrable Skills:*
  • Possession of a Certificate of Registration as a Professional Engineer (P. E.) in the State of Oregon. ( Note : Proof of registration will be required prior to the final offer of employment is extended to the selected candidate. Registration in another state where registration was acquired by examination will temporarily fulfill this requirement, provided Oregon registration is obtained within one (1) year of hire.)
  • A minimum of two (2) years of relevant experience in Civil Engineering, which must include work related to transportation infrastructure projects, and/or roadway and transportation systems
  • A minimum of two (2) years of experience managing road or bridge Capital Improvement Project (CIP) design and/or construction
  • Lead work experience that may include leading projects, programs or initiatives, or leading the work of others, such as providing daily work direction and/or scheduling, assigning work, checking completed work, and training
Preferred Qualifications/Transferrable Skills:*
  • Experience leading complex transportation capital improvement projects
  • Experience managing engineering consultants, contractors, and multidisciplinary technical teams
  • Experience preparing, negotiating, and administering public-sector contracts and interagency agreements
  • Experience developing and submitting grant applications for transportation projects
  • Experience conducting or directing environmental impact studies, feasibility analyses, and long-range transportation planning
Pre-Employment Requirements:
  • Driving is required for County business on a regular basis or to accomplish work. Incumbents must possess a valid driver's license and possess and maintain an acceptable driving record throughout the course of employment.

TYPICAL TASKS

Duties may include but are not limited to the following:
  • Directs short- and long-range planning studies on the feasibility of proposed projects; modifies and/or updates existing agreements, contract standards, specifications and other documents to comply with laws and regulations; develops, recommends and implements programs, policies and procedures.
  • Oversees, designs and prepares engineering plans and specifications for the most complex capital improvement, local improvement and assessment district projects; schedules project activities, oversees work of contractors. Oversees construction projects including contract administration, field inspections, material submittals, on-site contractor meetings, public outreach, compliance with specifications and plans, and contract change order and field change resolution.
  • Develops bid specifications for Requests for Proposals or Qualifications; solicits, reviews and recommends selection of bids; pre-qualifies and recommends engineers and contractors for projects; reviews project proposals and qualifications of contractors and contract personnel.
  • Prepares, negotiates and administers contracts and interagency cooperation agreements; monitors contract expenditures and progress of construction or project; ensures compliance with terms and conditions of agreement; approves change orders and authorizes partial and final payments; serves as liaison with service providers.
  • Plans and coordinates the work of engineering consultants and/or professional and technical engineering staff, including Civil Engineers.
  • Oversees and coordinates the preparation of reports, environmental impact studies and assessments, project cost estimates and reimbursement billings for federal, county and city capital improvement projects.

WORK SCHEDULE

This position works 40 hours during a standard workweek with one of the following schedules:
  • (4/10) Monday through Thursday, working 10 hours per day (Friday off)
  • (5/8) Monday through Friday, working 8 hours per day
Specific hours of work will be discussed with the candidate selected for this position at the time an offer of employment is extended.

Please Note: This position is eligible for hybrid on-site/telework and based on the Department's business needs. The exact amount of on-site/telework and schedule will be discussed with the hiring manager during time of offer. Telework locations cannot be located outside of Oregon or Washington. Washington residents must perform 50% of their time on-site at Clackamas County.

WORKING CONDITIONS

Occasional duties in the field require walking, twisting, balancing, and involve exposure to inclement weather, noise, and slippery and/or uneven terrain.
