Full Job Description
Data Intelligence, LLC is seeking a Senior Business Systems Analyst to support one of our federal law enforcement clients. This role serves as the critical liaison between business stakeholders and technical teams, ensuring program objectives are translated into effective technology solutions that support enterprise data integration and modernization initiatives.

The Senior Business Systems Analyst will facilitate collaboration across the program office, technical teams, and external stakeholders while supporting strategic planning, business process improvement, requirements management, outreach initiatives, and program execution. The ideal candidate possesses exceptional communication, analytical, and organizational skills, along with experience supporting complex federal IT programs in a collaborative Agile environment. This position may be performed remotely or onsite in Clarksburg, West Virginia.

Key Responsibilities
  • Serve as the primary liaison between the program office, technical teams, and internal and external stakeholders to support program objectives and IT initiatives.
  • Facilitate effective communication and collaboration across multiple stakeholder groups to ensure alignment on priorities, requirements, and project outcomes.
  • Gather, analyze, document, and manage business and functional requirements for technical development teams.
  • Conduct research and technical analysis to support program initiatives, decision-making, and strategic planning.
  • Identify opportunities to improve business processes, operational workflows, and system functionality through technology solutions.
  • Validate system functionality by participating in User Acceptance Testing (UAT) and ensuring delivered solutions meet documented business requirements.
  • Align business processes with technology solutions to improve organizational efficiency, effectiveness, and mission performance.
  • Support the planning, coordination, execution, and tracking of program initiatives while ensuring alignment with organizational priorities and project timelines.
  • Develop, maintain, and present:
    • Executive briefings
    • Reports
    • Dashboards
    • Training materials
    • Program documentation
    • Process workflows
    • Standard Operating Procedures (SOPs)
  • Provide functional expertise supporting outreach activities, including:
    • Outreach strategy development
    • Curriculum development
    • Training delivery
    • Technology-enabled outreach initiatives
  • Track project milestones, deliverables, risks, and performance metrics while providing recurring updates and reports to leadership.
  • Facilitate meetings, presentations, and briefings with executive leadership, technical teams, and external stakeholders.
  • Perform technical, analytical, and administrative tasks supporting overall program success.
  • Ensure all activities comply with organizational policies, quality standards, security requirements, and program governance.
  • Operate within the FBI CJIS Division's Scaled Agile Framework (SAFe) environment and actively participate in Agile Release Train (ART) activities.


Required Qualifications

Education
  • Bachelor of Science degree in Business Administration, Information Systems, Computer Science, Information Technology, Public Administration, Management Information Systems, or a related discipline.

Required Experience

Candidates must demonstrate experience in the following areas:
  • Business systems analysis supporting complex IT programs or enterprise technology initiatives.
  • Gathering, documenting, analyzing, and managing business and functional requirements.
  • Facilitating communication between business stakeholders, technical teams, and executive leadership.
  • Presenting technical and program information to senior leadership and diverse internal and external stakeholders.
  • Developing reports, executive briefings, dashboards, training materials, and program documentation.

  • Business process analysis, process improvement, and workflow optimization.

Security Clearance
  • Active Top Secret Clearance is required.
