We are seeking a Senior Business Systems Analyst to join our team in VICTORIA, British Columbia, Canada.

As a Senior Business Systems Analyst, you will play a key role in identifying system requirements, leading functional testing, resolving complex issues, and improving the efficiency and reliability of critical business systems.

In this role, you will align evolving business and technology needs with the Corporation's strategic priorities and system standards. You will provide expert advice, lead multiple projects, and collaborate with staff, stakeholders, management, and project teams across the organization. You will also coach and mentor business services staff and may lead a small to mid-sized team of Business Systems Analysts.

Hybrid Work Model

This position is located in our Victoria, BC office. You will have the flexibility to work part of the time on-campus and part of the time off-campus. The requirement for in-office presence is a minimum of 40% of your schedule in a month. Additional requirements are determined by the role functions and operational needs of each business area.

Responsibilities

• Plan and deliver multiple systems projects by defining objectives, priorities, timelines, resources and work assignments; chair meetings; monitor progress and budgets; resolve technical or logistical issues; reprioritize conflicts; and approve deliverables as the Qualified Receiver.
• Lead the design, enhancement and maintenance of mission-critical systems by developing business and functional requirements, conducting walkthroughs, investigating solutions and impacts, and ensuring client priorities are met throughout the software development life cycle.
• Partner with clients, management, staff and systems professionals to identify technology solutions, assess business needs, research options, analyze risks and cost benefits, resolve issues, and establish strategic plans and budgets that improve systems and business processes.
• Prepare business cases, feasibility studies, briefing notes, position papers and presentations that provide recommendations, support internal approvals and guide decision-making on project proposals and emerging or overlapping issues.
• Manage the business impact of system changes, including acceptance testing, implementation, post-implementation reviews, change management, problem resolution, user training and education; develop contract specifications, negotiate terms and advise on contractor selection; and contribute to information technology policies, procedures and guidelines.
• Coach staff and, when required, supervise a small to mid-sized team of Business Systems Analysts, including assigning work, contributing to performance plans and reviews, approving leave, addressing performance or behavioural issues, and supporting talent attraction, development and retention.
• Other related duties as required.

Qualifications

Must have

• Post-secondary degree in computer science, information systems or related field. An equivalent combination of education, training and/or experience may be considered.
• Three years of recent experience leading business analysis and/or business system analysis on large scale business operations.
• Experience leading system projects with demanding timelines.
• Experience gathering and documenting business requirements and/or functional specifications by facilitating cross-functional meetings.
• Demonstrated experience coaching and mentoring others.

Nice to have

• Formal supervisory experience.
• Experience in ITIL Ticket Management.
• Experience with Oracle SQL, PL/SQL, and Oracle Cloud Reporting tools.

• Ability to deliver system enhancements and perform maintenance activities under demanding timelines.
