Overview
The Senior Business Process Reengineering Lead serves as the senior reengineering specialist for PhoenixTeam's Department of the Interior modernization program. This is a hands-on discovery and transformation role for someone who can enter a complex environment, understand how work operates today, and turn that understanding into practical future-state processes and requirements for automation, data, low-code, and AI-enabled solutions.
The role leads cross-office discovery, establishes process and documentation standards, and helps organize a broad modernization portfolio while remaining directly involved in analysis, workshops, process design, pilots, and client-ready deliverables.
Key Functions
- Lead discovery interviews and workshops across programs, offices, and bureaus; map end-to-end current-state workflows and identify root causes of delays, handoff failures, duplicate work, and manual controls.
- Use Python and SQL to analyze process data, establish performance baselines, investigate bottlenecks, and validate whether redesigned workflows improve results.
- Design future-state workflows that simplify work, streamline approvals, clarify roles, reduce manual effort, and create a sound process foundation before technology is introduced.
- Identify dependencies, integration points, data needs, operational constraints, and opportunities for automation, digital forms, Power Platform, and AI-enabled capabilities; translate findings into actionable requirements and recommendations.
- Develop and review SOPs, workflow diagrams, RACI matrices, templates, job aids, and other implementation materials that support consistent execution and adoption.
- Lead pilots and process validation, use measures such as cycle time, error frequency, workload, and user feedback to assess results, and refine the redesigned process based on evidence.
- Provide day-to-day direction and quality review for analysts while partnering closely with the Program Manager, Lead Business Analyst, solution-design staff, and technical team.
Minimum Qualifications
- Bachelor's degree and 8+ years of relevant experience in business process reengineering, process improvement, management consulting, or related transformation work.
- Hands-on proficiency in Python for data preparation and analysis, and SQL for querying, joining, and validating data to support process diagnosis and redesign.
- Demonstrated experience leading large-scale process or operating-model transformation that spans multiple functions, systems, integration points, or stakeholder groups.
- Hands-on experience leading discovery workshops and producing current-state and future-state process designs, including root-cause analysis and implementation-ready documentation.
- Experience translating process findings into requirements and recommendations for technology-enabled change while remaining personally involved in analysis and deliverables.
- Must be able to successfully complete the background investigation, suitability, credentialing, and system-access requirements applicable to a Moderate Risk Public Trust position.
Preferred Qualifications or Skills
- Experience leading enterprise transformation for a federal department or agency.
- Management consulting, federal advisory, or professional-services experience in ambiguous, high-change environments.
- Hands-on use of generative AI or LLM tools to support research, analysis, workflow redesign, prototyping, or process improvement.
- Familiarity with Microsoft Power Platform, Microsoft 365/SharePoint, data and API concepts, or other technologies used to modernize manual workflows.
- Lean Six Sigma or comparable process-improvement training or certification.
Position Details
- Employment type: Full-Time, W2.
- Location: Primarily remote within the U.S.; occasional travel to Department of the Interior locations may be required based on project needs.
- Hours: 40 hours/week, Monday-Friday, with required availability during DOI core hours of 9:30 a.m.-3:30 p.m. ET.
- Target start: As soon as possible, subject to required government onboarding.
