DescriptionSenior Business Analyst Supervisor (ITBA-SS/ETS)71044166As a supervisor in an IT Senior Specialist classification, the successful candidate will also receive a 5% supervisory differential pay on top of their base salary.
This senior business analyst leads a team of BAs in entry, journey, and senior level classifications to support enterprise IT solution development. This working supervisor is the first point-of-contact for new solution requests for the agency and performs project management for small and mid-sized IT projects. Managing a broad set and high volume of work, the ideal candidate will have exceptional organizational skills, strong communication skills and the ability to handle challenging situations and competing priorities.

About the division:The Enterprise Technology Services (ETS) division develops and provides all information technology (IT) services and solutions throughout the Health Care Authority (HCA) and externally with partner agencies including, but not limited to: DSHS, DOH, Health Benefits Exchange, LNI, DOC, and DCYF. ETS has hundreds of solutions, applications, and databases in its IT portfolio.
About the position:This position reports directly to the Enterprise Architecture Program Manager and serves as a business analyst (BA) supervisor for the ETS team including entry, journey, and senior BA positions. In addition to supervisory activities for the team, this position serves as the senior BA for activities related to new IT solutions requests from across HCA, ETS projects, and is responsible for ensuring the quality and capacity of the ETS division to meet the needs of business divisions. The position works collaboratively across the enterprise with various stakeholders to provide quality business analysis deliverables to business units and works closely with ETS service owners and managers.
This position is eligible to telework and is typically not required to report on-site.The default assigned work location of all Health Care Authority (HCA) positions - both on-site and telework eligible positions - is within the State of Washington. This position reports to Olympia, WA. Frequency of onsite work will vary based on business and operational needs.
All agency employees are required to report on-site in Olympia on their first and last days of employment to pick up and return state-issued equipment, regardless of telework status or location. DutiesSome of what you will do:- Supervise, manage, and direct the work performed by the business analyst team.
- Supervise IT BAs (entry, journey, senior) through regular coaching, setting expectations, and ensuring best practices are followed.
- Responsible for IT BA recruitment, annual evaluations, workload management, priority setting, and taking corrective action as needed.
- Strategically assign workload based on business and IT priorities and ensure appropriate resource allocation and utilization.
- Manage the work assignments coming into the BA team and develop processes based on the ITIL model for how BA service requests are managed.
- Facilitate technology requirement gathering sessions to analyze and document business processes, IT, organizational, and/or operational requirements from business users and stakeholders.
- Document business requirements, business rules and logic, and design specifications.
- Provide guidance to business users for developing, integrating, and implementing technical solutions.
- Translate technical requirements, and technical/system requirements into prototypes or iterations whenever possible.
- Coordinate with IT and business staff throughout the development and implementation cycle to ensure end- products meet business needs.
- Collaborate with senior leadership to define, develop, and implement short- and long-term strategic goals.
- Serve as an IT project manager for small to medium sized IT projects
- Direct and manage project planning for every phase of the project.
- Lead a diverse project team including architects, developers, business analysts, testers, and supporting business staff.
QualificationsRequired qualifications:Qualifying candidates will meet
one of the following criteria options:
Option 1:
- Nine (9) years of progressive professional IT experience in one or more of the following areas:
- consulting, analyzing, designing, programming, installing, and/or maintaining computer software applications, hardware, telecommunications, or network infrastructure equipment;
- directing IT projects;
- providing IT customer or technical support; or
- administering or supervising staff who performed work in any of these IT disciplines.
Option 2:
- Associate degree in IT, computer science, or IT-related field and
- Seven (7) years of progressive professional IT experience in one or more of the areas described above.
Option 3:
- Bachelor's degree in IT, computer science, or IT-related field and
- Five (5) years of progressive professional IT experience in one or more of the areas described above.
Option 4:
- Master's degree in IT, computer science, or IT-related field and
- Three (3) years of progressive professional IT experience in one or more of the areas described above.
Option 4:
- Three (3) years as a journey level IT professional in state government performing the experience in one or more of the areas described above.
Qualifying candidates
will also satisfy the following criteria:
- Three (3) years of experience analyzing and overseeing projects including evaluating project health, identifying project risks, and establishing quality assurance measures for IT development work.

Preferred qualifications:- Experience:
- That demonstrates knowledge of HCA's book of business, including (but not limited to) Medicaid, behavioral health, Tribal health, and public benefit programs.
- Supervising professional staff.
- With ServiceNow workflow automation or a similar ticketing system.
- With SharePoint.
- Facilitating meetings.
- Working with data, including categorization and sharing of information.
- Using business intelligence tools such as SAS or SQL and data visualization tools such as MS SQL Server, Oracle, etc.
- One of the following certifications:
- Project Management Professional,
- ITIL,
- Agile,
- Change Management,
- Lean,
- UX, or
- Scrum
- Understanding of the Medicaid delivery system and the business implications of various payment models. Knowledge of the Medicaid Management Information System (ProviderOne) or other healthcare adjudication and information system; working knowledge of medical, dental, institutional and pharmacy coding is desirable.
- Demonstrated knowledge of best practice Business Analysis methodology based on the International Institute of Business Analysis, Business Analysis Body of Knowledge (BABOK Guide and Standards).
