Overview

GovCIO is currently hiring for a Sr. Business Analyst to serve as the primary interface between Government stakeholders, Product Owners, and technical teams to ensure mission requirements are accurately translated into effective technology solutions. The Sr. BA leads business process analysis, requirements elicitation, backlog management, and solution validation while supporting Agile software development throughout the project lifecycle. This role will also oversee continuity and alignment with other programs under the portfolio.

This position will be a fully remote within the United Statesposition.

Responsibilities

Coordinates with business and technology teams, ascertaining system requirements, such as program functions, output requirements, input data acquisition, and system techniques and controls. Provides technical/functional expertise in identifying, evaluating, developing, and supporting systems. They have the business knowledge and perspective of a particular business and the IT needs of that customer. Requires knowledge of computer system capabilities, business processes, and work flows.

Key responsibilities include:

  • Facilitate stakeholder meetings and requirements workshops
  • Driving crossprogram alignment on requirements, standardizing and improving BA processes, and ensuring consistent, highquality business analysis practices across multiple programs.
  • Document business and functional requirements, user stories, acceptance criteria, workflows, and business rules
  • Ensure all requirements are complete, traceable, testable, and aligned with program objectives
  • Collaborate with Product Owners and development teams during Sprint Planning, Backlog Refinement, Sprint Reviews, and Retrospectives to prioritize work and clarify requirements
  • Validates delivered capabilities through User Acceptance Testing (UAT)
  • Reviews test coverage
  • Supports defect resolution
  • Verifies compliance with approved business requirements
  • Identify process improvement opportunities
  • Maintain project documentation
  • Support organizational change initiatives
  • Provide leadership by mentoring junior Business Analysts
  • Facilitate cross-functional collaboration
  • Promote Agile best practices
  • Ensure consistent delivery of high-quality business analysis artifacts
  • May or may not oversee junior to mid-level Business Analysts across the portfolio
Qualifications

Required Skills and Experience

  • Bachelor's with 12+ years (or commensurate experience)
  • 8+ years of Business Analyst experience
  • 5+ years supporting Agile software development
  • Experience with enterprise systems, stakeholder engagement, and requirements management
  • Experience working across programs to ensure continuity with other teams

Clearance Required: Must be able to obtain a Public Trust

Preferred Skills and Experience

  • Experience supporting federal agencies, particularly the Department of Veterans Affairs (VA), is highly desirable.
Posted Salary RangeUSD $110,000.00 - USD $130,000.00 /Yr.
