The Senior Business Analyst focusing on Time & Attendance and Payroll Systems serves as the primary technology partner for Corporate Payroll, Divisional Payroll, and the HR & Payroll Innovation Team. This role is responsible for supporting the ongoing operation, enhancement, and continuous improvement of Southland's time collection, workforce management, payroll, and labor compliance solutions. The position combines strong business analysis capabilities with deep construction payroll knowledge to ensure technology solutions effectively support field operations, payroll processing, compliance requirements, and organizational growth.
The Senior Business Analyst acts as a liaison between business stakeholders and technology teams, translating business needs into scalable solutions while ensuring existing systems remain reliable, efficient, and aligned with operational requirements. The role serves as a subject matter expert for construction payroll and timekeeping processes and provides leadership for business-led technology initiatives, process improvement efforts, system enhancements, vendor engagements, and operational support activities.
The ideal candidate has a strong construction industry background and understands the complexities associated with craft workforce management, union payroll, prevailing wage reporting, certified payroll, project labor agreements, labor cost allocation, multi-state payroll processing, and time collection practices. This individual is a trusted business partner who bridges business operations and technology to drive operational excellence and continuous improvement.

Position DetailsBusiness Partnership & Relationship Management
- Serve as the primary liaison between Corporate Payroll, Divisional Payroll, HR & Payroll Innovation, Field Operations, Finance, Human Resources, and Technology teams.
- Build trusted relationships with payroll leaders and operational stakeholders to understand challenges, business priorities, and opportunities for improvement.
- Facilitate requirements gathering sessions, workshops, process reviews, and stakeholder interviews.
- Translate business requirements into functional specifications, user stories, process maps, and solution recommendations.
- Serve as a trusted advisor regarding payroll, workforce management, and timekeeping technology capabilities.
Time & Attendance and Payroll Systems Support
- Serve as the functional subject matter expert for time collection, workforce management, payroll, and labor compliance technologies.
- Support day-to-day operations of existing payroll and timekeeping solutions.
- Partner with business users, vendors, and IT teams to troubleshoot and resolve complex system and process issues.
- Evaluate and support system enhancements, configuration changes, software updates, patches, and vendor releases.
- Maintain application documentation, support procedures, business processes, and knowledge management materials.
- Participate in release planning, testing, deployment, and post-production validation activities.
Construction Payroll & Workforce Management
- Support business processes in the Time and Attendance solution, related to:
- Craft labor time collection
- Labor cost allocation and job costing
- Workforce scheduling and attendance tracking
- Overtime rules and labor compliance
- Mobile field time entry solutions
- Partner with payroll stakeholders to ensure systems properly support evolving regulatory and operational requirements.
- Recommend process and system improvements that improve payroll accuracy, compliance, and operational efficiency.
Business Analysis & Process Improvement
- Analyze current-state business processes and identify opportunities for automation, simplification, and operational improvement.
- Develop process maps, value stream maps, gap analyses, and future-state process designs.
- Lead continuous improvement initiatives focused on improving payroll accuracy, workforce visibility, compliance, data quality, and user experience.
- Support organizational readiness and change management activities associated with system enhancements and process changes.
- Develop business cases and solution recommendations aligned with organizational objectives.
Reporting, Data & Compliance
- Support payroll, labor, compliance, and workforce reporting needs.
- Assist with data validation, reconciliation, audit support, and compliance activities.
- Collaborate with reporting and analytics teams to improve visibility into labor costs, payroll operations, workforce utilization, and compliance metrics.
- Ensure business processes and system configurations support audit and regulatory requirements.
Project Delivery & Solution Implementation
- Lead small-to-medium projects and workstreams supporting payroll and workforce management initiatives.
- Support software implementations, upgrades, acquisitions, integrations, and process transformation initiatives.
- Develop functional requirements, test plans, test scripts, and user acceptance testing scenarios.
- Coordinate activities across business stakeholders, vendors, consultants, and technology teams.
- Ensure delivered solutions meet business requirements and operational objectives.
Qualifications - Bachelor's degree in Business Administration, Information Systems, Human Resources, Finance, Construction Management, Accounting, or a related discipline, or equivalent experience.
- Minimum 5+ years of experience as a Business Analyst, Systems Analyst, Payroll Analyst, HRIS Analyst, Workforce Management Analyst, or related role. Construction industry payroll, labor compliance, and workforce management experience strongly preferred.
- Experience supporting time and attendance, payroll, workforce management, HRIS, or ERP systems.
- Strong understanding of union payroll, prevailing wage requirements, certified payroll reporting, multi-state payroll processing, and labor compliance practices.
- Experience gathering business requirements, facilitating workshops, conducting process analysis, and supporting software implementations. Strong knowledge of business process mapping, requirements management, testing methodologies, and change management practices.
- Excellent analytical, problem-solving, and critical-thinking skills. Strong verbal, written, presentation, and facilitation skills.
- Experience supporting system integrations, reporting, and vendor-managed solutions.
- Ability to communicate effectively with field personnel, payroll professionals, operational leaders, vendors, and technical teams.

Pay: Final pay is determined by the education, experience, knowledge, skills, and abilities of the applicant, internal equity, and alignment with market data. For this role, this ranges from $83,000.00 - $142,000.00 plus annual incentive, benefits, and retirement program as outlined above.
