Location: Fall Church, VA - Client Site (Hybrid - onsite 3 days a week)Clearance: US citizenship and the ability to obtain a DOJ public trustDev Technology is supporting the modernization of a mission-critical scheduling and workflow solution for the federal government. This role exists to ensure that operational needs are understood, validated, prioritized, and translated into requirements that implementation teams can act on with confidence.
You will work closely with Government stakeholders, operational users, architects, developers, testers, and project leadership. The work calls for strong facilitation, disciplined analysis, and the judgment to uncover gaps, conflicts, dependencies, and risks before they become delivery issues.
This role is designed for a senior analyst who values partnership, clarity, and traceability - helping teams move from complex mission needs to practical, testable, and durable solutions.
Requirements Leadership and Operational DeliveryThis role blends requirements leadership with hands-on delivery. You will:- Validate, refine, prioritize, and baseline functional and non-functional requirements for phased implementation
- Facilitate stakeholder workshops to confirm operational workflows such as scheduling, assignment, reassignment, tracking, check-in/check-out, and invoicing
- Identify and document requirement gaps, conflicts, assumptions, dependencies, risks, and in-scope versus out-of-scope system boundaries
- Maintain the requirements traceability matrix and connect business needs to design, configuration, testing, and deployment outcomes
- Partner with technical teams to translate operational needs into workflows, business rules, roles, permissions, interfaces, and acceptance criteria
You will remain close to the work: preparing process models and requirements artifacts, supporting design reviews, coordinating user acceptance testing, and helping resolve defects or ambiguities throughout the delivery lifecycle.

Key Responsibilities- Review and validate Government-provided business, functional, and non-functional requirements
- Conduct discovery sessions, interviews, workflow reviews, and formal requirements validation meetings
- Document current-state and future-state processes, business rules, use cases, user stories, and acceptance criteria
- Maintain the RTM and requirements baselines throughout the system development lifecycle
- Support configuration and design reviews and track stakeholder issues, concerns, concurrence, and approvals
- Develop or support UAT scenarios, test cases, and real-world operational validation
- Assist with defect triage, retesting, data mapping, migration validation, and operational readiness
- Identify AI-enabled requirements and distinguish optional AI-supported capabilities from core functionality
- Help ensure mission-essential workflows remain fully operable without AI features
Required Qualifications- 8+ years of progressive business analysis experience supporting complex technology implementations
- Experience developing BRDs, requirements specifications, RTMs, process maps, user stories, use cases, and acceptance criteria
- Demonstrated experience leading stakeholder workshops and requirements reviews
- Experience supporting COTS, SaaS, PaaS, or configurable enterprise solutions
- Working knowledge of Agile, hybrid, and traditional SDLC methodologies
- Strong written communication, facilitation, analytical, and stakeholder-management skills
- Bachelor's degree in business, information systems, public administration, or a related field, or equivalent experience
Preferred Qualifications- Experience supporting federal government programs or justice/court operations
- Experience with scheduling, case management, workflow, or resource-assignment systems
- Experience supporting UAT, data migration, integrations, and production cutover
- Business analysis certification such as CBAP, CCBA, PMI-PBA, or equivalent
Our estimated salary range for this position is $76,000 - $140,000. This presented salary range is not a guarantee of compensation or salary. Offered salary is based on experience, geographic location, and possibly contractual requirements as appropriate to the role. *Salary could fall outside of this range.
