BCEHS is seeking a Senior Business Analyst who deeply understands the realities of our healthcare systems, particularly the challenges faced by Indigenous Peoples. This role requires an individual who can navigate complex environments, build meaningful relationships, and translate community, operational, and organizational priorities into strategies that improve services and outcomes. The successful candidate will bring strong analytical expertise, a commitment to Indigenous specific anti-racism and Indigenous Cultural Safety and Humility, as well as possess the ability to support meaningful system transformation through collaboration, innovation, and evidence-informed decision making.

This Sr. Business Analyst must possess the resilience and self-awareness necessary to navigate these challenges while maintaining a commitment to self-care and centering relational practice. We are looking for someone who can work effectively in a demanding environment, fostering strong relationships and connections, and who embodies the strength, wisdom, and compassion needed to drive meaningful change.

Job Summary:
  • In accordance with the Mission, Vision, Values , gifted Coast Salish Teachings and strategic direction of PHSA safety, including both patient and employee safety, is a priority and a responsibility shared by everyone at PHSA's Agencies/Divisions/Services, and as such, the requirement to continuously improve quality and safety is inherent in all aspects of this position.
  • Reporting to the Manager, Indigenous Health the Sr. Business Analyst performs complex research and analysis to support operations of clinical and provincial programs of the BCEHS. This role will be engaged in multiple initiatives, and will be responsible for project planning, business requirements gathering (i.e. data, clinical workflow/business process and functional needs) and supporting the execution of projects and change management.

Duties/Accountabilities:

Lead Strategic Analysis and Planning
  • Provide strategic planning support through research, environmental scanning, feasibility studies, workload analysis, and business process improvement initiatives. Analyze complex operational issues, identify opportunities for improvement, and develop recommendations that support organizational priorities and system transformation.
  • Analyze qualitative and quantitative data information from multiple sources, to identify trends, opportunities, risk and reconcile competing perspectives, identify root causes of operational challenges, and translate findings into practical and innovative solutions that support evidence-based decision-making and continuous improvement.
  • Drawing on their own lived experience and partnering with external community and Indigenous partners to identify strengths, challenges, data trends and to drive change.

Advance Indigenous Health Priorities
  • Support the advancement of Indigenous health priorities by ensuring projects, initiatives, policies, procedures, and recommendations are informed by Indigenous perspectives, community priorities, and organizational commitments to reconciliation.
  • Contribute to the implementation of legislative obligations and provincial commitments, including the Declaration on the Rights of Indigenous Peoples Act (DRIPA), the Truth and Reconciliation Commission Calls to Action, In Plain Sight, and other Indigenous-specific anti-racism and reconciliation commitments within Indigenous Health initiatives and operational planning.

Lead Engagement and Partnership Development
  • Facilitate meaningful engagement with First Nations, Métis and Inuit communities, healthcare partners, operational leaders, and subject matter experts to identify priorities, gather requirements, and support collaborative decision-making with an Indigenous-specific lens, using a distinctions-based approach.
  • Lead work plans and strategic initiatives with internal and external partners, building relationships that support successful project outcomes and sustainable organizational change.

Drive Business Analysis and Project Delivery
  • Elicit, document and analyze business requirements through interviews, workflow analysis, environmental scanning, document reviews, process mapping, use-case development, and stakeholder engagement activities.
  • Develop business requirements specifications, project proposals, business cases, project summaries, analytical reports, executive briefings, and other supporting documentation to inform decision-making and project implementation.
  • Coordinate implementation activities by acting as a liaison between operational teams, technology partners, and project stakeholders, ensuring business readiness, testing, training, documentation, and change management activities are effectively supported.

Foster Innovation and System Improvement
  • Facilitate consensus on complex issues related to business processes, program design, privacy considerations, data requirements, reporting needs and service delivery improvements.
  • Participate in and lead project teams, committees, and working groups that support quality improvement initiatives, clinical registries, operational transformation and Indigenous Health priorities across BCEHS.
  • Support project budget development, resource planning, expenditure monitoring and reporting activities to ensure project objectives are achieved.

Support Learning, Cultural Safety, and Reconciliation
  • Support teams (IH and other BCEHS Teams) learning and capacity building in Indigenous Cultural Safety and Humility, Indigenous-specific anti-racism, diversity, equity, inclusion and continuous quality improvement.
  • Contribute to a workplace culture that promotes learning, collaboration, innovation, and culturally safe practices throughout project planning, implementation, and evaluation.
  • Perform other related duties as assigned.

Qualifications:
  • A level of education, training, and experience equivalent to a Master's degree in Business, Health Informatics, or a related discipline plus a minimum of five (5) years' recent related experience including three (3) years in a team lead role.
  • Excellent oral and written communication skills including the ability to communicate complex ideas in simple terminology.
  • Demonstrated experience organizing and writing application related documentation and proposals.
  • Ability to understand and clearly relate technical information to internal and external members of the organization.
  • Physical abilities to perform the duties of the position. Ability to work creatively and analytically in a problem-solving environment, utilizing your advanced critical thinking capabilities.
  • Understands business analysis and project management methodology.
  • Superior ability in presentation, facilitation, negotiation and issue management/escalation.
  • Ability to facilitate and encourage cooperation between diverse operational groups and skill sets.
  • Strong skills and experience in MS Office (Excel, Word, PowerPoint and MS Project, Access), SharePoint and Visio, Crystal reports and other Business Intelligence Tools.
  • Experience with mainstream project planning software and tools preferred.

Typical Hiring Range: $76,111 - $95,138
The starting salary for this position would be determined with consideration of the successful candidate's relevant education and experience and would be in alignment with the provincial compensation reference plan.
