Summary

Joining the Secret Service, Office of Protective Operations, Dignitary Protective Division will allow you to analyze acquisition, contract, and budget programs in support of the agency's protective and investigative missions.

Duties

Help

The selectee will serve as a Senior Business Acquisition Analyst in the Office of Protective Operations, Dignitary Protective Division. Typical work assignments include:

  • Oversee contract management functions such as monitoring and ensuring compliance with all assigned contracts. Activities include, but are not limited to, performance measurement, cost monitoring, and assessing and developing strategies to solve complex contract issues. Reviews and analyzes program and project schedules, technical and managerial reports, financial reports, and other pertinent data to determine the status of contract performance.
  • Collaborates with functional area experts and project managers to coordinate and identify office acquisition requirements. Ensures all requirements are fully integrated and aligned with the agency's mission. Provides guidance to senior-level management and functional and technical experts on contractual matters based on a working knowledge of acquisition regulations and policy.
  • Provides expert guidance and collaborates with stakeholders on integrated budgetary matters to ensure acquisition program milestones are aligned with planned resource availability and support the agency's mission. Facilitates regular meetings and working groups to ensure all acquisition program milestones are synchronized with available resources and agency priorities.

  • This position requires the incumbent to engage in acquisition continuous learning activities and achieve 80 continuous learning points every 24 months.
  • If selected for this position, you will be required to acknowledge in writing that, upon the conclusion of the 2028 Olympic and Paralympic Games and depending on the needs of the Agency at that time, you may be subject to a management-directed reassignment to another position within the Secret Service.


As a condition of employment for accepting this position, you may be required to serve a 1-year probationary period during which we will evaluate your fitness and whether your continued employment advances the public interest. In determining if your employment advances the public interest, we may consider:

  • your performance and conduct;

  • whether your continued employment would advance the efficiency of the Federal service.


Upon completion of your probationary period your employment will be terminated unless you receive certification, in writing, that your continued employment advances the public interest.

Qualifications

To be considered qualified for this position you must meet the following qualification requirements for the respective grade level in which you are applying.

You qualify for the GS-14 level if you possess one year of specialized experience equivalent to the GS-13 level performing duties such as:

  • Serving as the office's Contracting Officer's Representative (COR) in managing awarded contracts and collaborating with internal and external stakeholders on contract management.
  • Collaborating with project managers to coordinate and identify office acquisition requirements.
  • Overseeing market research analysis and analyzing market trends and the conditions of technological advances.
  • Leading special projects and initiatives assigned to office leadership for action and implementation and collaborating with vendors to manage major event funding and projects.


Selective Placement Factor: In addition to the minimum qualifications described above, you must meet the following requirement to be considered qualified for the position: Applicants must possess an active Federal Acquisition Certification for Contracting Officer's Representative (FAC-COR) Level III. Applicants must provide proof of active certification. Failure to provide proof of certification will result in an ineligible rating.

Time-in-Grade Requirements: Under competitive merit promotion procedures, any individual who is currently holding, or who has held within the previous 52 weeks, a General Schedule position under a non-temporary appointment in the competitive or excepted service, must meet "time-in-grade" requirements (have served 52 weeks at the next lower grade of the grade for which you are applying). Time-In-Grade requirements also apply to current competitive service employees applying for a Veterans Employment Opportunities Act of 1998 (VEOA) appointment. NOTE: All current or former Federal employees must provide a copy of their SF-50, "Notice of Personnel Action" that indicates proof of status and time-in-grade eligibility. The SF-50 must include your position, title, series, grade, step, tenure (1 or 2), and type of service (Competitive or Excepted). You may need to submit more than one SF-50 to comply.
