Full Job Description
In order to be considered for the position candidates must be a current City Employee and be serving permanently in the title of Associate Staff Analyst or have taken the most recent Associate Staff Analyst civil service exam and be reachable for appointment from the resulting list.

NYC Aging seeks a dynamic, self-motivated professional with a strong understanding of financial oversight and programmatic operations to serve as a Senior Budget Analyst. This role directly impacts the ability of nonprofit organizations to deliver essential services to older New Yorkers across the five boroughs. The ideal candidate is detail-oriented, highly organized, and capable of working independently in a fast-paced, deadline-driven environment. The selected individual will also review, approve and/or monitor tasks performed by Budget Analysts as part of the operations of the Discretionary Unit, ensuring accuracy, compliance, and adherence to established policies and procedures. This position requires strong collaboration and coordination with other bureaus within the Agency, as well as with external government partners, including the Mayor's Office of Contract Services, the New York City Council, Council Finance, elected officials, and other oversight entities.

- Configure and review contract provider budgets, modifications, amendments, and related financial tasks within the City's financial workflow system (PASSPort Financials) to ensure accuracy, reasonableness, and compliance.

- Ensure all financial activities align with NYC Aging requirements and overarching New York City financial policies and procedures.

- Review, approve and/or monitor budget tasks performed by budget analysts to ensure quality control and adherence to established standards and timelines.

- Supervise, mentor, and provide guidance to assigned staff as directed and/or assigned by the Supervisor.

- Provide technical assistance and high-quality customer service to internal and external stakeholders on budget development, budget modifications, expense monitoring, and related financial processes.

- Support a diverse group of stakeholders including agency staff, executive leadership, contracted nonprofits, and oversight offices by offering guidance on budget and funding matters.

- Serve as the agency subject matter expert on discretionary funding, providing counsel, support, and compliance guidance to budget staff and stakeholders on all related processes and requirements.

- Maintain, update, and verify accuracy of tracking mechanisms in a timely manner to ensure appropriate record keeping.

- Design, produce, and maintain monthly, quarterly, and ad hoc financial reports for review by Senior Leadership, ensuring accuracy and clarity in financial data presentation.

- Coordinate with units across the Bureau of Financial Services to ensure alignment on initiatives and the accurate, timely processing of financial transactions.

- Serve as a liaison to City Government entities including the Mayor's Office of Contracts, City Agencies, City Council Finance, and elected officials regarding discretionary funding matters.

- Communicate project goals, deliverables, timelines, and budget-related matters clearly and professionally to ensure stakeholder alignment and effective management of recurring and one-time funding initiatives.

- Execute additional assignment as directed by the Supervisor and support Bureau-wide efforts by participating in special projects and offering assistance to other units, as needed.

ASSOCIATE STAFF ANALYST - 12627

1. A master's degree from an accredited college in economics, finance, accounting, business or public administration, public health, human resources management, management science, operations research, organizational behavior, industrial psychology, statistics, personnel administration, labor relations, psychology, sociology, human resources development, political science, urban studies or a Juris Doctor degree from an accredited law school, and one year of satisfactory full-time professional experience in one or a combination of the following: working with the budget of a large public or private concern in budget administration, accounting, economic or financial administration, or fiscal or economic research; in management or methods analysis, operations research, organizational research or program evaluation; in personnel or public administration, recruitment, position classification, personnel relations, labor relations, employee benefits, staff development, employment program planning/administration, labor market research, economic planning, social services program planning/evaluation, or fiscal management, or in a related area; or

2. A baccalaureate degree from an accredited college and three years of satisfactory full-time professional experience in the areas described in "1" above.

3.An associate degree or completion of 60 semester credits from an accredited college and five years of satisfactory full-time professional experience as described in "1" above.

4. A four-year high school diploma or its educational equivalent approved by a State's department of education or a recognized accrediting organization and seven years of satisfactory full-time professional experience as described in "1" above.

5.A combination of education and/or experience equivalent to "1", "2", "3", or "4" above. College education may be substituted for professional experience at the rate of 30 semester credits from an accredited college for one year of experience. However, all candidates must have a high school diploma and at least one year of experience as described in "1" above.
