Description

The Senior Aerospace T&E SME provides senior-level test and evaluation expertise to HQ AF/TE on aerospace weapon systems, with a focus on the Air Force Foreign Materiel Program (FMP). The role covers foreign materiel acquisition (FMA) and exploitation (FME), operational analysis of test concepts, and review of T&E and acquisition documentation.

The SME advises on operational effectiveness, suitability, and military utility, and briefs USAF units and senior leaders from Action Officer to General Officer/Senior Executive Service level.

Requirements

  • Support HQ AF/TE on FMP activities for ground and airborne electronic components, subsystems, and systems.
  • Serve as key analyst on air-to-air and air-to-ground combat operations and weapon systems, advising on operational effectiveness, suitability, and military utility.
  • Perform FMP weapon system acquisition and exploitation design and analysis; collect requirements and develop funding strategies, procedures, and policy for acquisition, exploitation, and siting of foreign threat systems.
  • Manage and provide SME support to special programs for planning and executing airborne FMA and FME programs, ensuring compliance with current guidance and identifying limitations, shortfalls, and solutions.
  • Collect requirements and develop strategies for airborne FMA/FME initiatives, including staffing, funding, and legal priorities.
  • Identify, track, resolve, and report foreign materiel weapon system capabilities and vulnerabilities; evaluate the impact of new technologies on FMP policies and procedures.
  • Perform operational analysis on test concepts and designs; review test planning, design, concepts, and resources across programs.
  • Advise on the application of analytical and scientific fundamentals to aerospace weapon systems.
  • Review technical documentation and formulate concepts and methodologies for new tests or projects, including AoAs, TEMPs, Requirements Documents, test resource plans, Acquisition Strategies, Live Fire Strategies, Cyber Resiliency documentation, Air Force Directives, and policy/guidance memos.
  • Create, review, evaluate, and disseminate technical documentation on FMP tests and projects.
  • Prepare and maintain project planning documentation, presentation materials, and program research.
  • Develop and present briefings and white papers on the FMP mission and products to USAF units and senior leaders.
  • Ensure proper Air Staff coordination on foreign materiel requirements documents, acquisition/exploitation/test plans, and reports.
  • 15 years of relevant experience in the Foreign Materiel Program (FMP) and the Air Force Intelligence community
    Of those, 10 years in foreign materiel acquisition (FMA) and foreign materiel exploitation (FME)
    Prior experience with DoD systems acquisition and test and evaluation
  • Communicate effectively across the civilian and military spectrum, from Action Officer to General Officer/Flag Officer/SES.
