Summary

As a Senior Advisor with OPM, you will serve as a principal advisor to senior leadership within Healthcare and Insurance, providing analysis, recommendations, and oversight for high-priority policy, legislative, and operational initiatives, including implementation of the Postal Service Reform Act.

Duties

  • Advise senior leadership on policy, program, operational, and legislative issues affecting healthcare and insurance programs.
  • Lead and coordinate complex workstreams, analyses, and initiatives with organization-wide impact.
  • Develop and evaluate policy options, implementation plans, and strategic recommendations.
  • Prepare position papers, studies, briefings, and materials for internal and external audiences.
  • Assess risks, develop mitigation strategies, and support change management initiatives.
  • Conduct research and fact-finding related to legislation, executive actions, and industry trends.

  • Suitable for Federal employment, determined by a background investigation
  • May be required to successfully complete a probationary period

  • This position is not eligible for inclusion in a bargaining unit


Qualifications

For the GS 15: You must have one year of specialized experience equivalent to at least the GS-14 level in the Federal service that includes ALL of the following:

  • Interpreting and applying regulations governing federal benefits programs (FEDVIP, FEGLI, FLTCIP, FSAFEDS)
  • Analyzing the development of an operating plan outlining the audit resolution and compliance activities
  • Providing advisory services to senior officials on policy, program, or operational issues.
  • Leading or coordinating complex projects or initiatives that involve multiple stakeholders.
  • Analyzing legislation, regulations, or policy proposals and developing recommendations.
  • Preparing written products such as policy papers, reports, or briefings for top leadership.


Applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-14 grade level is required to meet the time-in-grade requirements for the GS-15 level.

You will receive credit for all qualifying experience, including volunteer experience.
