Provides leadership for the strategy, growth, and performance of the global health investment portfolio.
Establishes strategic priorities and directs the identification, evaluation, sequencing, and advancement of high-impact health-sector investment opportunities across financing products.
Leads enterprise-wide coordination among the Office, origination and investment teams, business development, and regional and country offices to align investments with DFC development mandate, U.S. Government global health priorities, and market opportunities.
Sets strategic direction for identifying, assessing, and prioritizing new health-sector investment opportunities, including country- and region-specific initiatives, to expand DFC market presence and development impact.
Cultivates and maintains senior-level relationships with health-sector corporations, financial institutions, development partners, and other key stakeholders to advance strategic partnerships, originate high-value transactions, and strengthen the global health investment platform.
Establishes portfolio-wide strategic goals, performance measures, and accountability mechanisms, and directs implementation to ensure disciplined execution and measurable results.
Delivers analysis, recommendations, decision memoranda, and briefings on significant issues, risks, market developments, and proposed courses of action affecting DFC global health portfolio.
Provides briefings to Congressional staff on proposed DFC health investments and other health-related initiatives.
Performs full administrative and technical supervisory responsibilities and oversight to assigned staff.

QualificationsStatus candidates must meet time-in-grade requirements (52 weeks at the next lower grade level). Applicants must meet all eligibility and qualification requirements no later than the closing date of this announcement.
TIME-IN-GRADE: Current career or career-conditional employees of the Federal government, or former career or career-conditional employees, who have a break in service of less than one year, are required to meet the time-in-grade restriction of one year of Federal experience at the next lower grade, with few exceptions outlined in 5 CFR 300.603(b).
You may qualify at the GS-15 level, if you fulfill the following qualification requirements: A. One year of specialized experience equivalent to the GS-14 grade level in the Federal service that includes:
(1) Developing strategies, policies, and procedures to create high impact in support of global health initiatives and projects focused on Pharmaceutical/Life Sciences, Health Technology and/or Healthcare Delivery;
(2) Leading business development, corporate marketing, and business outreach activities related to global health; AND
(3) Developing initiatives to promote the use of international development finance tools, programs, or services among the U.S. business community and appropriate foreign entities related global health platforms.
Note: Education is not substitutional at this grade level.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment.
