This position is located in the Office of the Deputy Assistant Secretary (DAS) for Accountability and Performance, Office of Community Planning and Development (CPD). CPD supports the Department's mission to create strong, sustainable, inclusive communities and quality affordable homes by administering complex formula and competitive grant programs that serve communities nationwide. CPD relies on accurate data, sound performance measurement, and strong accountability practices to ensure programs operate as intended and deliver measurable results for taxpayers and communities.
The Senior Advisor for Data, Accountability, and Performance advises the DAS for Accountability and Performance on enterprise data strategy, performance measurement, accountability, and oversight matters across CPD programs.
Major Duties:Provides senior level advice and guidance to the DAS for Accountability and Performance on CPD's data, performance, and accountability strategy, ensuring alignment with statutory requirements, Departmental priorities, and Administration goals.
Oversees the use of data and performance metrics to support program budgets, formula allocation and calculation processes, and funding decisions, ensuring methodologies are well documented, defensible, and capable of withstanding audit and external review.
Designs and implements performance measurement frameworks and dashboards that integrate financial, programmatic, and risk data to identify trends, underperformance, and opportunities for corrective action and continuous improvement.
Serves as a senior advisor and coordinating official for audits, evaluations, and reviews conducted by the Office of Inspector General, GAO, OMB, and other oversight entities. Supports the development, implementation, and monitoring of corrective action plans and ensures issues are addressed in a timely and sustainable manner.
As directed, establishes and participates in cross program and Departmental working groups to improve data sharing, performance management, and accountability practices.

SPECIALIZED EXPERIENCEAs a basic requirement, applicants must demonstrate progressively responsible experience directly related to the knoweldge, skills and abilities outlined under MandatoryTechnical Qualifications. Typically, experience of this nature will have been gained at or above the GS-15 grade level in the Federal service, or its equivalent, with state or localgovernment, the private sector, or nongovernmental organizations. Failure to meet basic qualification requirements, specialized experience, and all mandatory technicalqualifications may result in disqualification.
You must have at least one year of specialized experience related to this position. Specialized experience includes:
- Designs and implements performance measurement frameworks and dashboards that integrate financial, programmatic, and risk data to identify trends, underperformance, and opportunities for corrective action and continuous improvement.
- Serves as a senior advisor and coordinating official for audits, evaluations, and reviews conducted by the Office of Inspector General, GAO, OMB, and other oversight entities.
- Advises on enterprise risk management activities by using data and performance indicators to identify, assess, and mitigate financial, operational, and programmatic risks, including risks related to waste, fraud, and abuse.
MANDATORY TECHNICAL QUALIFICATIONS (MTQs):To meet the minimum qualifications for this position, candidates must possess specialized experience at a senior level (GS-15 level or equivalent) which demonstrates ability to perform the duties of the position, including progressively broad and complex experience directly related to the skills and abilities outlined under the Mandatory Technical Qualifications (MTQs) below. Failure to meet any of the MTQs will eliminate you from further consideration. .
Mandatory Technical Qualifications (MTQs):- MTQ 1 - Demonstrated senior level experience leading data driven performance management, accountability, or oversight functions for complex federal programs, with a focus on measurable outcomes and stewardship of public funds.
- MTQ 2 - Demonstrated expertise in analyzing and integrating program, financial, and performance data to inform executive decision making, support budget and allocation processes, and
- respond to OMB, GAO, and Congressional oversight.
- MTQ 3 - Demonstrated ability to lead or coordinate audit response, risk management, and continuous process improvement efforts that strengthen internal controls, improve transparency, and reduce programmatic and financial risk.
Time-in-grade requirements do not apply to SL positions.
