POSITION OVERVIEW

BDC is the only bank dedicated exclusively to Canadian entrepreneurs. As a Senior Advisor, Operational Risk Program Management, you will support the first line of defence by managing and enhancing operational risk programs related to lending activities. Working closely with business stakeholders and second line of defence partners, you will help identify, assess, monitor, and mitigate risks, while ensuring effective governance, compliance, and control frameworks. Your work contributes directly to the success of Canadian businesses through sound risk management practices.

CHALLENGES TO BE MET

  • Support the development, enhancement, and maintenance of operational risk programs for the first line of defence within BDC's lending activities.
  • Collaborate with second line of defence partners to ensure alignment of risk management practices and compliance requirements.
  • Monitor operational risk events assigned to the Financing team and support risk owners with:
    • Root cause analysis
    • Risk assessment
    • Design and implementation of appropriate internal controls
  • Monitor Continuous Account Monitoring (CAM) reports and establish effective collaboration between the Product Leadership and Governance team and CAM.
  • Support first line of defence teams in addressing CAM findings and recommendations and oversee corrective action implementation.
  • Support business units during Internal Audit engagements and coordinate follow-up activities related to audit observations.
  • Ensure implementation and monitoring of corrective actions resulting from:
    • Operational risk issues
    • CAM findings
    • Compliance recommendations
    • Internal Audit observations
  • Participate in the Risk and Control Self-Assessment (RCSA) program, including:
    • Facilitating or participating in RCSA sessions
    • Conducting residual risk assessments
    • Identifying and evaluating risks and controls
    • Tracking action plans and implementation timelines
    • Supporting execution of process-level RCSAs
  • Evaluate the operational impact of changes to directives, business rules, and procedures.
  • Gather and communicate feedback, questions, and concerns from first line of defence stakeholders during change consultations.
  • Monitor compliance with organizational policies, standards, and governance requirements.
  • Recommend control enhancements and support implementation activities.
  • Identify monitoring gaps and data analysis requirements and collaborate with stakeholders to address them.
  • Lead or support the development of monitoring and reporting capabilities for risk programs.
  • Assess the design and operating effectiveness of business processes and controls.
  • Prepare risk and control reporting for management.
  • Lead initiatives and projects aimed at improving:
    • Risk management effectiveness
    • Process efficiency
    • Employee experience
    • Client experience
  • Develop and implement governance processes, frameworks, and documentation to strengthen first line of defence risk governance.
  • Build and maintain effective working relationships with Business Centres, Head Office teams, and key risk management stakeholders.


WHAT WE ARE LOOKING FOR

  • University degree in Accounting, Finance, Business Administration, or another relevant field.
  • Minimum 10 years of professional experience.
  • Minimum 5 years of experience in one or more of the following areas:
    • Banking
    • Internal Audit
    • Business Process Review
    • Risk Management
    • Accounting
    • Financial Services
  • Knowledge of financial products and related operational procedures.
  • Knowledge of operational risk programs and the Three Lines of Defence model.
  • Knowledge of compliance program development and implementation.
  • Knowledge of regulatory Know Your Client (KYC) requirements.
  • Experience assessing risks, controls, and corrective action plans.
  • Experience supporting governance, compliance, audit, or risk management initiatives.
  • Ability to conduct root cause analysis and develop risk mitigation recommendations.
  • Ability to evaluate process and control effectiveness.
  • Strong analytical and problem-solving skills.
  • Ability to organize, consolidate, and analyze information from multiple sources.
  • Ability to manage competing priorities and work effectively under tight deadlines.
  • Ability to learn new concepts quickly and operate effectively in ambiguous situations.
  • Strong presentation, verbal communication, and written communication skills.

Preferred qualifications
  • Experience in Business Development, Underwriting, or Credit Risk.
  • Knowledge of financial market dynamics and portfolio management.
  • Experience developing monitoring, reporting, or governance frameworks.
  • Knowledge of SQL.
  • Knowledge of Microsoft Power BI.
  • Advanced Microsoft Excel skills.
  • Bilingualism in English and French (oral and written).
